Program Manager For Statewide Law Enforcement Data Sharing Background: For the purposes of domestic security, Florida is organized into seven regions. Each region operates a Regional Domestic Security Task Force. A state level Domestic Security Oversight Council provides guidance to the state's regional task forces and other working groups. One of the goals in Florida's Domestic Security Strategic Plan is to prevent, preempt and deter acts of terrorism. To meet part of this goal, FDLE has implemented law enforcement data sharing systems. Nearly 350 Florida law enforcement agencies share information from their records and jail management systems through the statewide data sharing system. The work to connect these systems is largely complete, but Florida continues work to address the following issues from the National Strategy for Information Sharing and Safeguarding. Quality control of shared information is a challenge. Increased information sharing demands advanced correlation and analytic capabilities. The National Strategy for Counterterrorism defines the following as a priority action: further integrate federal, state, and local counterterrorism information-sharing. Description of Services & Deliverables: The Program Manager will work under the direction of an FDLE supervisor to achieve the goals and objectives of the Statewide Law Enforcement Data Sharing Initiative. Responsibilities include oversight and management of the Law Enforcement Data Sharing program, developing the program strategy, ensuring integration of systems and projects, communicating with IT leadership, business leadership and vendors, delivering all projects on time, within budget and meeting the strategic and business requirements, tracking key project milestones, partnering with senior leadership of the business community, providing direction for and managing data sharing metadata planner positions, providing dedicated support to the Law Enforcement Data Sharing Focus Group, continuously evaluating data available to the criminal justice community, ensuring disparate systems are interconnected, integrating data sharing into the core process of threat assessments, managing and mentoring project leaders and project management staff, ensuring effective communication among project stakeholders, monitoring contractor performance, serving as a single point of contact for reporting project status, providing detail and summary reporting of project status including progress and outlook, making recommendations for executive action when required, ensuring compliance with contractual agreements, coordinating activities with FDLE Information Technology Services, Criminal Justice Information Services, General Counsel's Office, and other units and staff required to support the project, providing technical oversight and coordinating IT-related activities with the Regional Domestic Security Task Forces, providing assistance to FDLE staff in the preparation of procurement documents, and contract negotiations, providing assistance to FDLE staff in the preparation of documentation to support FDLE grant applications, budget requests, and supporting documentation required by the Governor's Office and Legislature, planning and facilitating meetings as required by FDLE and DSOC, preparing and presenting information related to data sharing as required, conducting research, providing expertise and general support to the agency, DSOC and its components to sustain and expand statewide law enforcement data sharing, providing post-production support to all participating agencies, monitoring and reporting, in post-production environment, data currency statistics for all participating agencies, providing SME guidance for new and related data sharing initiatives impacting the post-production environment, delivering program management documentation, project management plan, project schedule, risk management plan, issue register, deployment and implementation plan, test plans including defect management plan, communications and communications management plan, action items register, status reports based on reporting schedule, monthly grant activity report, if applicable, and monthly budget and expenditures report, if applicable, research papers on existing systems and related technology, information on data fields and data mapping activities, summarization and/or white papers of research activities, presentations as required, documentation for sole source, requests for information (RFI), requests for proposal (RFP), invitation to bid (ITB), and invitation to negotiate (ITN) as required, post-production statistics and vendor SLA evaluations. #J-18808-Ljbffr
