Position Title: Manager, Grants & CompliancePosition Type: Regular Full-TimeDepartment: MOMENTUMLocation: Washington, DC - HybridSalary Range: $71,000 - $92,500 - $114,000Note: The posted salary range reflects the full range of Corus' Manager pay grade and does not represent the anticipated hiring salary for this position. Corus also provides a generous retirement plan and PTO to include vacation, sick, holiday, parental, jury, international travel, and bereavement leave; employer-sponsored basic life/AD&D insurance; employee wellness incentives, and employee work/life balance and assistance programs.Position Summary:The Manager, Grants & Compliance manages award compliance, grants administration, and subaward management activities for the Momentum Integrated Health Resilience (MIHR) project and anticipated future Department of State foreign assistance award(s). MIHR is a global Department of State award that provides lifesaving services to communities in fragile and crisis-affected settings by strengthening maternal, newborn, and child health (MNCH), nutrition, and detection and response to disease outbreak. Working closely and collaboratively with program, finance, and country teams, the position provides management of grants and contracts throughout the award lifecycle, ensures compliance with donor regulations and organizational policies, develops tools and procedures, and serves as a key advisor on Department of State donor requirements.This hybrid position is based at our headquarters in Washington, DC, with in-office days on Tuesdays and Wednesdays each week.Responsibilities:Donor ComplianceManage and administer prime awards throughout the award lifecycle, including startup, implementation, modification, and closeout.Interpret and apply Department of State Standard Provisions, 2 CFR 200, 22 CFR 228, and other donor regulations.Serve as a primary compliance resource to headquarters and field teams and prepare written guidance on award requirements.Prepare and maintain award summaries, compliance trackers, deliverables trackers, and related management tools.Develop and finalize donor correspondence including donor prior approval requests; contribute to negotiations of terms and conditions as needed.Subaward & Procurement ManagementManage development, issuance, monitoring, modification, and closeout of all subawards.Review and approve subaward documentation, risk assessments, monitoring plans, and compliance actions.Maintain accurate subaward tracking systems and reporting requirements, including FFATA reporting as applicable.Drive subrecipient compliance and performance.Serve as the knowledge hub for project staff on USG and organizational procurement rules and regulations.Review and maintain accurate procurement files for HQ-led procurements. Serve as a reviewer of high value country-led procurements.Policy, Training and Organizational SupportDesign and deliver compliance training and capacity-building activities for HQ and country staff.Facilitate and guide audit responses and regulatory reporting requirements.Participate in program reviews, startup processes, and cross-functional initiatives.Keep abreast of, interpret, and provide guidance to staff on Department of State foreign assistance regulations and policies; educate project staff on award compliance.Coordination and CollaborationPartner with program, finance, operations, and technical teams to ensure compliant program implementation.Monitor program activities for compliance and identify risks requiring corrective action.Support Ensure donor and internal reporting requirements are met and contribute to continuous improvement initiatives.Supervisory:This position has no direct reports.Required Qualifications:Bachelor 's degree with at least five years' experience relevant to the position; or the equivalent combination of education and experience.Experience managing global US Government funded foreign assistance awards.Experience working with colleagues in a multicultural, multi-linguistic environment.Proven track record of developing and maintaining strong working relationships with host country counterparts and NGO/FBO/CBO local actors.Experience working with US-based and international partners (NGO/FBO/CBOs).Excellent communication and influencing skills in English to communicate effectively and credibly, both verbally and in writing.Advanced knowledge of USG foreign assistance funding mechanisms (including grants, contracts, and cooperative agreements).Strong knowledge of international development, including humanitarian standards and best practices, economic development/livelihoods, and health.Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Experience with Salesforce a plus.Ability to work effectively both independently and as part of a team.Demonstrated ability to lead the coordination of and collaborate on program implementation across multiple teams (between departments, between HQ and country offices).Must have authorization to work in the United States without the need for employer sponsorship now or in the future.Preferred Qualifications:Experience living and/or working in developing countries preferred.Professional proficiency in French preferred.Physical and Mental Requirements:The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc.The mental requirements that are essential to satisfactorily executing the responsibilities outlined in this job description include, but are not limited to: learning new tasks, comprehending, and retaining information, completing tasks independently, effectively communicating verbally and in writing, demonstrating proficiency in using computer software to perform assigned tasks.Other Duties:This job description is not designed to cover or contain a comprehensive list of activities, duties or responsibilities for the position.
