About the Role

Our client, a public-sector human and family services organization, is in the process of consolidating 87 databases into a centralized Azure Data Lake/Lakehouse as a ground word for a future comprehensive system. They are seeking an experienced Data Product Manager to lead the strategy, roadmap, and execution of enterprise data initiatives. This role sits at the intersection of data engineering, data science, analytics, and business strategy, helping mature data practices and guide the organization's transition from legacy systems to modern data lake and data curation platforms.

The Data Product Manager will partner closely with data engineering, data science, analytics, and business/policy teams to drive trusted, reusable, governed, and consumable data assets across the enterprise. Success in this role requires strong analytical skills, a deep understanding of data systems, and the ability to translate fluently between technical teams and business stakeholders across the full product lifecycle — from ideation and design through development, deployment, monitoring, and deprecation.

Key Responsibilities

Product Strategy & Vision

• Define the vision and roadmap for data products (e.g., data platforms, analytics tools, ML infrastructure).

• Identify high-value opportunities by investigating the data landscape, pain points, and business needs.

• Align data product strategy with organizational priorities and long-term data architecture, in partnership with Enterprise Architecture and other stakeholders.

• Connect data capabilities to business outcomes and organize efforts to achieve them.

• Align engineering, analytics, and business teams; use metrics to guide prioritization and product evolution.

Data Product Development

• Lead the end-to-end lifecycle of data products: requirements, design, development, testing, launch, and iteration.

• Partner with data engineers and data scientists to build scalable pipelines, models, and data services.

• Ensure data quality, governance, lineage, and documentation standards are met.

• Translate business logic into data transformations, metadata, and domain-specific rules; apply working knowledge of data architecture, modeling, and pipelines.

• Ensure data products are reliable, governed, and scalable.

Stakeholder Management

• Serve as the primary liaison between technical teams and business partners.

• Communicate product value, roadmap, and use cases to leadership and cross-functional teams.

• Prioritize incoming requests and balance competing needs across teams.

Analytics, Insights & Measurement

• Define success metrics and measure product performance and adoption.

• Ensure data products deliver actionable insights that support decision-making.

• Partner with analytics teams to design dashboards, KPIs, and reporting frameworks.

Governance, Compliance & Ethical Data Use

• Uphold data governance, privacy, and ethical AI standards.

• Ensure compliance with regulatory and organizational data policies.

• Advocate for responsible data use across the human services domain.

• Provide knowledge transfer to internal teams.

Qualifications

• Azure Databricks/Data Lakehouse fluency – key skill

• Large scale data consolidation/migration – merging disparate source systems into one governed platform – Key skill

• Solid experience in Human Services/Child welfare domain – key skill

• Data governance and data sharing – reconciling data from 87 database data ownership and access rules – key skill

• 15 -20 years of overall experience in IT Project Management, Product Management, Product Ownership with heavy public sector experience

• 4–7 years of experience in data management, data analytics, data engineering, or a related field.

• Demonstrated product leadership skills and the ability to work effectively in ambiguity.

• Strong understanding of data systems: pipelines, warehousing, modeling, metadata, and governance.

• Proven track record collaborating with data architecture, data engineering, and data science teams.

• Ability to translate complex technical concepts into business-friendly language.

• Strong communication, prioritization, and stakeholder management skills.

• Experience with analytics tools such as dbt, Looker, Tableau, Power BI, or Google Analytics.

• Understanding of large organizational data-sharing constraints and data-sharing agreements.

• Experience with SQL, data lakes, and data pipelines / ETL.

• Significant hands-on experience with Databricks.

• Familiarity with Java and Python.

• Background building internal platforms or developer-facing data products.

• Experience implementing modern data architectures within an organization.

• Experience in a highly regulated industry performing statistical analysis and reporting.
