PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the Public Works Directorate Business Line of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND HAWAII. Responsibilities You will initiate, manage, execute, and report NAVFAC fund sources including Mission Funds, CNIC, Reimbursable, and others. You will support Managers with development and input into the Budget Allocation Plan (BAP), Operating Target (OPTAR), and other resource management tools. You will be responsible for funds workflow to process funding requests, and initiate and/or coordinate the recapturing of unused funds. You will understand and utilize various programs to gather relevant data for data analyses, improvement efforts, and program optimization. You will collect, review, and analyze data to produce reports, briefs, and recommended program and process improvements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying military facility/operation requirements and ensuring financial resource availability for required repair/maintenance through government financial planning, i.e. general fund budget concepts; 2) Utilizing performance metrics and key performance indicators, data gathering and analytics, presenting recommendations, and exercising sound judgement; 3) Tracking program resources, and analyzing and recommending decisions for timely program financial success; 4) Providing information on a broad range of administrative laws, policies, regulations, and precedents. *NOTE: This information must be supported in your resume to be considered for the position. OR Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. OR Have successfully completed an LL.M. degree that is related to the position being filled. OR Have a combination of experience and education that equates to one year of experience.
