Financial Analyst

Position Summary:


Albright College Institute of Nonprofit and Civic Administration (INCA) is a financial and operations consultant providing outsourced financial services for governmental entities, including municipalities and nonprofits. We provide efficient and timely public-sector financial reporting and operational deliverables for our clients, focusing on state and federal reporting, grants management, supervision of accounts payable, accounts receivable, payroll, month-end close, cash and investment management, audit and budget preparation and reporting and application implementation.


This is a part-time temporary consulting role to provide fractional services to nonprofits and governmental entities under the supervision of Finance Manager of Institute of Nonprofit and Civic Administration. Onsite services in the role may be 1-3 days remote or onsite depending on the client's needs and systems.


Essential Job Functions:


Assisting clients with supporting financial operations for municipalities and nonprofits including:

• Bank account reconciliations
• Assisting with implementing accounting systems
• Entering Accounts Payable and Accounts Receivable transactions
• Creating General Ledger entries
• Entering budgeting forecasts provided
• Developing financial reporting
• Audit reconciliations
• Ensuring compliance with funding requirements.
• Collaborate with Finance Manager on prioritizing assignments
• Collaborate onsite and remotely with client staff to ensure efficient business services.

1. SKILLS - Knowledge / Abilities
   1. Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and the practices of Government Accounting Standards Board (GASB)
   2. Comprehensive knowledge of budget development and reporting
   3. Knowledge of federal, state, and local laws, codes, regulations, and reporting requirements related to municipal accounting and finance administration
   4. Knowledge & proficiency of information systems and related applications (MS Office / Excel / Word)
   5. Ability to manage complex projects and adapt to changing circumstances
   6. Ability to continuously create new efficiencies
   7. Ability to prepare concise reports and make effective oral and written presentations
   8. Ability to develop effective relationships with management staff, employees, governmental agencies, and service providers doing business with the municipality
   9. Strong analytical and problem-solving skills
   10. Ability to demonstrate honesty and convey integrity to maintain public trust
   11. Possession of current and valid PA Driver's License
2. Employment Experience
   1. Governmental accounting and/or auditing experience preferred
3. Education
   1. Bachelor's degree in Finance or Accounting or related field preferred
