Title: Vice President, Resident Empowerment Department: Resident Empowerment Reports to: Senior Vice President, Resident Empowerment & Choice Neighborhoods Pay Grade: S Target Salary: $133,100 - $169,100 (Compensation is negotiable based on experience, skills and qualifications) Position Summary The Vice President, Resident Empowerment is responsible for leading execution, operational strategy implementation, and performance management for designated service areas within Atlanta Housing’s Resident Empowerment Division. . This role ensures excellence in program administration, regulatory compliance, fiscal stewardship, and measurable outcomes that advance resident stability, economic mobility and community engagement. Reporting directly to the Senior Vice President of Resident Empowerment, the Vice President is responsible for implementing divisional priorities and driving consistent, high-quality execution across programs serving families, youth, seniors, and individuals. The Vice President provides direct supervision to designated service area leaders and is accountable for building team capacity, strengthening operational discipline, and ensuring alignment with the strategic direction established by the Senior Vice President. This role requires a balance of leadership and hands-on execution, with a strong emphasis on accountability, performance outcomes, and continuous improvement. The Vice President provides direct oversight and supervision of designated Resident Empowerment service areas, including: Accessibility Family Success Intergenerational Engagement In addition, the Vice President provides leadership support, coordination, and operational alignment across related service areas, including: · Program Administration and Operations · Choice Neighborhoods (service alignment functions) · Resident Engagement and Initiatives In this capacity, the Vice President ensures alignment of program execution, supports cross-functional coordination, and reinforces operational consistency across the division, while maintaining primary accountability for assigned service areas and operating without direct supervisory responsibility for supporting service areas. Role and Responsibilities Operational Leadership and Program Execution Lead the execution of comprehensive resident empowerment programs and initiatives that advance economic mobility, self-sufficiency, and overall quality of life for Atlanta Housing residents. Oversee the design, implementation, and continuous improvement of programs serving families, youth, and seniors, ensuring alignment with divisional priorities and measurable outcomes. Drive strategies that support residents in transitioning from public assistance to economic independence, including workforce development, education, and supportive services Ensure programs effectively promote healthy aging, youth development, and long-term resident stability across the lifespan. Performance Management & Accountability Establish, monitor, and report on program performance metrics, outcomes, and key performance indicators. Hold service area leaders accountable for execution, results, and adherence to established standards and timelines. Identify performance gaps and implement data-driven corrective actions to improve program outcomes and service delivery. Team Leadership & Development Provide direct supervision, coaching, and performance management to designated service area leaders. Build team capacity by setting clear expectations, reinforcing accountability, and supporting professional development. Foster a high-performing, results-driven culture across assigned service areas. Program Administration & Compliance Ensure all programs operate in compliance with applicable federal, state, and local regulations, including HUD requirements and Housing Choice/HomeFlex policies. Oversee effective program administration, documentation, and reporting practices. Provide leadership in addressing and resolving complex resident issues, including non-compliance matters, while maintaining a focus on equitable and consistent outcomes. Promote positive relationships between residents, staff, and community stakeholders. Fiscal Management & Resource Alignment Oversee budget management for assigned service areas, ensuring responsible and strategic use of resources. Monitor expenditures and align program delivery with approved budgets and funding guidelines. Support resource planning to maximize program impact and efficiency. Strategic Partnerships & External Engagement Cultivate, manage, and strengthen strategic partnerships with nonprofit organizations, educational institutions, government agencies, and community-based organizations to support program delivery and expand resident opportunities. Drive efforts to leverage external resources, funding, and services that enhance program impact and efficiency. Represent Atlanta Housing in external meetings, community engagements, and cross-sector collaborations to advance agency priorities and strengthen community relationships. Cross-Functional Coordination Provide leadership support and coordination across Program Administration and Operations, Choice Neighborhoods, and Resident Engagement and Initiatives. Ensure alignment of efforts across service areas to eliminate duplication, enhance efficiency, and improve resident outcomes. Support integration of services and initiatives across the division to deliver cohesive resident experience. Operational Standards & Continuous Improvement Establish and enforce operational standards, policies, and procedures across assigned service areas. Identify opportunities to improve systems, workflows, and service delivery models. Drive consistency, quality, and innovation in program implementation across the division. Knowledge and Skill Requirements Strong operational leadership and performance management skills Ability to translate strategy into execution and drive results across teams ·Experience managing budgets and aligning resources with program goals Ability to effectively lead, manage and evaluate an experienced and diverse team. Exceptional written communication skills, with the ability to develop clear, concise, compelling reports, memos, and executive-level materials Knowledge of HUD programs, community-based services, and resident-focused programming preferred Strong verbal communication and presentation skills, with the ability to effectively convey information to internal teams, executive leadership, board members, and external partners Confident and polished presenter, capable of leading meetings, facilitating discussions, and representing the division in high-level settings Ability to develop board-level presentations and executive briefings that clearly communicate program performance, outcomes, and strategic priorities Excellent organizational and problem-solving skills Ability to lead through influence, enforce accountability, and manage competing priorities Demonstrated organization and administrative skills including the ability to plan, organize and juggle multiple demands to meet established goals and deadlines. Demonstrated ability to work in a collaborative manner with colleagues, internal clients, partners, vendors and stakeholders. Requires a demonstrated proficiency of current office technology and software applications and demonstrated use of such technology/applications on a regular basis. Education / Experience Bachelor’s degree required; Master’s degree in Public Administration, Social Work, Business Administration, or a related field preferred Minimum of 8–10 years of progressively responsible leadership experience in human services, community development, housing, or a related field Experience managing multiple programs and teams in a complex, multi-functional environment Experience working with federally funded programs and regulatory compliance strongly preferred Working Conditions Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing. Frequent local travel which necessitates a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.” President and Chief Executive Officer Terri M.
