Environmental Specialist III - 37010042

This position is located in West Palm Beach, FL. Position overview and responsibilities include processing permit applications and conducting compliance inspections for the Department's Compliance Assurance Program/Permitting Program. The incumbent will cross train in multiple program areas (air, waste, and water). Permitting and waste cleanup includes reviewing and processing highly complex ERP permit applications and technical documents, providing programmatic expertise, mentoring staff, and ensuring compliance with all Department rules. External compliance assistance, outreach, training, and partnership implementation involve strategizing and implementing activities to target specific areas of regulatory non-compliance, conducting compliance/technical assistance site visits, and seeking positive partnering relationships with industry and regulated facilities. Internal training, consulting, and organizational improvement include strategizing, assessing, and determining training needs of Department staff, providing technical assistance, developing training aids, and facilitating learning through various delivery methods. Compliance involves conducting inspections, site visits, sampling/testing, and other required field work, reviewing permitting files, reports, and other documents, making calculations and technical evaluations to determine compliance status, producing timely and accurate documentation, and providing compliance assistance to regulated facilities.

Required knowledge, skills, and abilities include understanding terminology, principles, and analytical techniques of the physical or natural sciences, collecting, evaluating, analyzing, and interpreting scientific or technical data, understanding and applying applicable rules, regulations, policies, and procedures relating to environmental programs, communicating effectively in writing and verbally, planning, organizing, and coordinating work assignments, working in a team or independently, preparing technical and programmatic reports, understanding and following legislative policy direction as established in Florida Statutes, dealing with the public in a tactful and courteous manner, establishing and maintaining effective working relationships, performing field inspections, working outdoors for extended periods of time, using personal computers, computer programs, spreadsheets, industry database applications and various electronic devices, conducting and completing work assignments without close supervision, obtaining Department certification as a Certified Wetland Evaluator (CWE) within 9 months of hire, using safety equipment and completing a 24-hour HAZWOPER course, and having at least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other related experience.

Minimum qualifications include a valid driver license, ability to travel, overnight if required, obtaining Department certification as a Certified Wetland Evaluator (CWE) within 9 months of hire, using safety equipment and completing a 24-hour HAZWOPER course, and having at least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other related experience. Post-secondary degrees may be used as an alternative for the required 4 years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
