Position Overview The incumbent will serve as a Bureau Director and Deputy Chief Permit Administrator for the Division of Environmental Permits, managing the Sections within the Bureau of Project Management. This priority leadership position will coordinate with DEC programs, other state and federal agencies, and handle permit-related matters, manage reviews for all Uniform Procedures Act permit application types, oversee the management of energy generation and transmission projects critical to meet the Climate Leadership and Community Protection Act (CLCPA) mandates, and prepare determinations under the State Environmental Quality Review Act (SEQR), Environmental Justice Siting Law (EJSL), CLCPA, and other applicable policies. Responsibilities Managing the Bureau and its Sections, responsible for review of statewide energy generation and transmission projects, development and management of general permits, and other projects with statewide or programmatic significance. Establishing the Bureau’s mission and setting goals, objectives, and priorities in keeping with DEC policies and ensuring these goals, objectives, and priorities are met. Coordinating the efforts of the Sections to ensure all necessary activities for effective statewide permitting management are carried out. Preparing long‑range plans for Bureau activities and priorities, in consultation with the Division Director. Overseeing the development and implementation of major initiatives and permit policy issues by providing general direction and supervising staff. Rendering policy decisions on major problems and issues regarding allocation of resources and program delivery. Providing support to the Division Director and DEC’s executive office by responding to high‑level requests for information, implementing direction provided, and proposing resolutions for difficult permitting matters. Qualifications Provisional Appointment One year of permanent competitive or 55‑b/55‑c service as an Environmental Analyst 3. Permanent Appointment Reassignment – Currently an employee of DEC. Reinstatement Eligible – Previously held the title on a permanent competitive basis or under the transfer eligible section on a permanent competitive basis. Transfer Eligible – One year of permanent competitive service at Salary Grade 29/M3 or higher; eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. Non‑Competitive Promotion Eligible if no more than three individuals are interested from among those in the departmental promotion field and the candidate is actively employed by or on leave from DEC, having one year of permanent competitive or 55‑b/55‑c service as an Environmental Analyst 3. Additional Information Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available up to 50% of the work schedule, to be discussed at interview.
