Duration: 12 months Position Summary
We are seeking a strong Project Manager / Program Manager with a combination of Project Management, Business Analysis, HR Technology, Process Transformation, and Data Analytics experience.
The Project Manager II will lead complex Talent Acquisition (TA) Operations technology and transformation initiatives from requirements gathering and solution definition through implementation, deployment, and post-production stabilization.
The ideal candidate will be able to understand business and Talent Acquisition operational challenges, translate them into clear technology and process requirements, collaborate with HRIT teams and technology vendors, analyze operational data, and drive measurable improvements in efficiency, quality, capacity, controls, and risk management.
Key Responsibilities Project & Program Management-
Lead complex, cross-functional HR/TA technology and transformation projects from discovery through implementation and stabilization.

Develop and manage project plans, milestones, dependencies, risks, issues, decisions, and stakeholder accountability.

Coordinate cross-functional teams and ensure project deliverables remain aligned with business objectives and timelines.

Drive project execution while maintaining visibility into scope, schedule, risks, and dependencies.

Gather, analyze, document, and validate business, functional, process, data, and technology requirements .

Conduct stakeholder interviews and working sessions to understand current challenges and business needs.

Translate business requirements into clear technology and solution requirements.
-
Perform current-state and future-state analysis , process mapping, gap analysis, and workflow optimization.

Identify opportunities for process simplification, automation, AI enablement, and improved controls.
-
Evaluate existing Talent Acquisition processes and identify opportunities to improve efficiency, quality, and scalability.
-
Analyze workflows to identify bottlenecks, redundancies, capacity constraints, and control gaps.

Develop recommendations for process automation, workflow improvements, and technology enablement.
-
Establish measurable baselines and success metrics to demonstrate business value and process improvements.

Analyze operational data using advanced Excel and other analytical tools.

Identify trends, root causes, capacity constraints, process issues, and improvement opportunities.

Develop and maintain dashboards, reports, KPIs, and executive-level insights.
-
Measure post-implementation results related to efficiency, quality, capacity, risk reduction, and business value.

Present data-driven recommendations to senior stakeholders.

Partner with HRIT, Talent Acquisition stakeholders, technology teams, and external vendors on solution design and implementation.

Support technology implementation, integration, workflow optimization, and process transformation initiatives.

Work with technology teams and vendors to ensure solutions meet business and operational requirements.

Lead and coordinate requirements validation, solution design, testing, UAT , implementation readiness, deployment, and post-production stabilization.

Develop test scenarios and coordinate defect resolution with technical and business teams.

Ensure business stakeholders are prepared for implementation and operational transition.

Monitor post-launch performance and coordinate stabilization activities.
-
Support initiatives related to candidate fraud prevention, identity verification, risk management, AI-enabled document review , and related technologies.

Evaluate opportunities to improve controls and reduce operational and compliance risks.
-
Partner with relevant stakeholders to define requirements and implement technology-enabled risk controls.
-
Prepare executive-level project updates, presentations, recommendations, status reports, and decision materials.
-
Clearly communicate complex project information, risks, dependencies, recommendations, and results to senior stakeholders.

Facilitate meetings and maintain effective communication across business, technology, HRIT, TA, and vendor teams.
Candidates should have strong experience in most or all of the following areas:
1. Project / Program Management-
Proven experience leading complex, cross-functional technology, transformation, or business process projects.

Strong project planning, execution, risk management, and stakeholder management experience.

Strong experience with requirements gathering and documentation.

Stakeholder interviews and business process analysis.

Gap analysis and solution definition.
-
Ability to translate business needs into functional and technical requirements.

Experience working with HR, Talent Acquisition, HRIT, recruiting technology, or HR process transformation .

Understanding of Talent Acquisition operations and recruiting technology workflows is highly valuable.

Experience with current-state/future-state process mapping.

Workflow analysis and optimization.

Process improvement, automation, and controls.
-
Ability to identify opportunities for simplification and efficiency.

Strong Advanced Excel skills.

Ability to analyze operational data and convert findings into meaningful business insights.

Experience developing metrics, KPIs, dashboards, and reports.

Excellent written and verbal communication skills.

Ability to communicate complex project information, risks, recommendations, and results to senior-level stakeholders.

Strong presentation and stakeholder management skills.

Hands-on experience with UAT, implementation readiness, deployment, and post-launch stabilization .

Experience coordinating business and technical teams during implementation.

The strongest candidates will be hybrid PM/BA professionals who can independently manage projects while also performing detailed business analysis and process transformation activities.

Candidates with only generic IT Project Management experience, without meaningful HR/TA technology or process transformation exposure , may be less aligned with the requirements.
Work Location RequirementCandidates must be comfortable working in a hybrid environment in Lake County, IL , with onsite work required Tuesday, Wednesday, and Thursday and remote work on Monday and Friday .
$21 - $25 per hour
