Summary of Position

The primary responsibility of the Senior Manager, Financial Reporting is to manage the preparation and review of the Federal Home Loan Banks’ (FHLBanks) annual and quarterly combined financial reports (CFR), which includes managing several staff members. Although the CFRs are not filed with the SEC, the Federal Housing Finance Agency (FHFA) regulations require the scope, form, and content of the disclosures to be consistent with the requirements of SEC Regulations S-K and S-X. Therefore, the Senior Manager, Financial Reporting is responsible for keeping current on SEC rules and regulations, U.S. GAAP, FHFA regulations, and banking/GSE industry best practices. The Senior Manager, Financial Reporting is responsible for reviewing technical research and analysis regarding financial reporting questions and leading/participating in various subcommittees and working groups to implement or resolve system-wide financial reporting related matters, while providing a high level of customer service to the FHLBanks. The Senior Manager, Financial Reporting will maintain a strong financial reporting control environment. The Senior Manager, Financial Reporting will also assist in maintaining and updating the Financial Reporting System (FRS) and the FRS Data Instruction Manual, as needed.

Principal Accountabilities:

• Oversee the preparation and review of the disclosures included in the quarterly and annual CFR and review financial data submitted by the FHLBanks for reasonableness and completeness.
• Create and manage to the agreed-upon timeline for the publication of the quarterly and annual CFR and related press release, including oversight of draft distributions to stakeholders.
• Prepare/review technical research and analysis support that is distributed internally and/or to the FHLBanks regarding various financial reporting and accounting topics, which can include but are not limited to appropriate disclosures related to derivatives, fair value, mortgage-backed securities, credit losses, and affordable housing programs offered by the FHLBanks.
• Manage the assignment of tasks/projects to team members and effectively lead team members on assigned tasks/projects to ensure accuracy, completeness, and timeliness of work performed.
• Evaluate the effectiveness of disclosures and business processes on an ongoing basis and make recommendations and/or implement changes as necessary.
• Lead/co-lead the Standard Combined Financial Statements (SCFS) subcommittee, which serves as a baseline for the annual CFR financial statements and notes, ensuring effective deliberation and timely completion of required deliverables.
• Approve FRS data load requirements and supplemental Excel templates to collect information for disclosure in the CFR, ensuring the requested information meets current financial reporting disclosure requirements.
• Manage communications and data requests to the FHLBanks through a secured internet-based platform (the OF-Hub) and provide customer support to the FHLBank users.
• Serve as a point of contact for S&P/Moodys rating agencies, FHLBanks Council, and the OF investor relations and capital markets teams.
• Perform other duties and responsibilities as assigned, including: coordinating and communicating with external auditors, and the FHFA; working on various projects as needed; and providing customer support and input to various subcommittees and working groups.

Principal Job Requirements

• A bachelor’s degree in accounting or equivalent from an accredited college or university
• A minimum of 10 years relevant work experience (public accounting and/or relevant SEC/banking/GSE experience) and designation as a Certified Public Accountant
• Strong technical knowledge of U.S. GAAP, SEC rules and regulations, and banking/GSE industry best practices
• Excellent communication skills, with the ability to articulate technical concepts to diverse audiences
• Proven ability to lead subcommittees or working groups, foster collaborative consensus, and resolve complex reporting matters
• Strong analytical, interpersonal, organizational, project management, and problem-solving skills
• Strong leadership capability, including staff development, coaching, and performance management
• Proficiency with Microsoft Office products and Workiva (Wdata experience preferred)
• Professional, customer focused, and team-oriented demeanor

This position has an annualized salary range of $143,393 - $234,765. The final salary offered within this range is dependent on various factors, including but not limited to the responsibilities of the position, the experience, skill set and other relevant qualifications of the applicant and internal pay equity.
