The primary purpose of this position is to oversee the supply operations of the Material Control Element which provides support pertaining to specialized or unique automotive supplies, equipment, and parts requiring unusual degrees of protection in shipment and storage, or other items that are unique to the organization's mission or are seldom handled. Responsibilities Conducts extensive searches for information pertaining to complex and/or unusual supply transactions and patterns for a diverse automotive fleet. Provides supply support for production, overhaul, repair, or other operations for unique and diverse automotive equipment and/or parts requiring special handling. Determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion. Prepares recurring and special reports. Maintains spreadsheets for control of the Government Purchase Card Program. Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials. Performs work-planning responsibilities for the Vehicle Maintenance Material Control Element. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Supply Clerical and Technician Series, 2005. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of governing supply and vehicle maintenance regulations, policies, procedures, and instructions and an intensive knowledge of local supply requirements to ensure supply support for production, overhaul, repair, or other operations for urgent, critical shortage, and other special items. Knowledge of the Government Purchase Card program in order to effectively maintain account for the purchase of materials, supplies, tool and parts, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of governing supply regulations, procedures, and instructions relating to vehicle maintenance. 2. Knowledge of supply functions, operations, program requirements, work methods and the ability to apply this knowledge to a diverse, complex vehicle maintenance function. 3. Knowledge of data entry and processing of supply transactions in an automated supply system. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. 5. Ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. Ability to receive, screen, review, and verify supply documents and resolve discrepancies. 6. Ability to communicate effectively, both orally and in writing. Ability to plan, organize, and direct the functions and staff of a small organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
