The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $114,869.00 to $143,500.00.

About the Position

The Judicial Branch of Arizona in Maricopa County is seeking a proactive, innovative, and collaborative leader with broad juvenile justice experience. Division Managers, in partnership with the department Deputy Chiefs, lead the organization towards excellence as a model juvenile justice agency that engages in data-driven decision-making and evidence-based practices.

The Division Manager is responsible for overseeing the management and administration of one or more major operational areas including; Assessment and Court Reporting, Diversion Screening, Service Delivery and Monitoring, Detention Operations, and Programming Community Standards and Intensive Supervision. This oversight and leadership includes managing resources and personnel in a manner that maximizes the efficiency and effectiveness of the operation and service delivery consistent with the overall mission and vision. The Division Manager serves alongside 7 other members of the executive leadership team in addition to the Chief, Deputy Chiefs, and Administrative Director.

The Juvenile Probation Department of the Judicial Branch of Arizona in Maricopa County provides innovative and efficient juvenile justice services grounded in evidenced-based practices and research. These services improve the safety of our community, hold youth accountable through developmentally appropriate orientation, and ensure the public's trust and confidence in the Judicial Branch. The Department provides research-based juvenile justice services that enhance community safety, support positive youth development, and promote trust in the Judicial Branch. With approximately 600 staff and an $80 million blended funding budget, the Department delivers 24/7 intake and detention operations, diversion programming, and community supervision.

Position Qualifications

Education:
  • Bachelor's degree with a preference in Behavioral Sciences or related field from an accredited college or university
Experience:
  • Seven (7) years of related correctional, probation, or working with offenders/delinquents in some equivalent capacity experience; which includes,
  • Two (2) years of related supervisor or management experience
OR

Combined Education and Experience Qualifications:
  • An equivalent combination of education and job-related experience may be substituted on a year-for-year basis.
Other Requirements:
  • Per the Arizona Code on Judicial Administration, this position requires that applicants must be a US Citizen or legal resident of the United States of America.
  • Per the Arizona Code on Judicial Administration, this position requires that applicants, who are not currently a Certified Probation Officer in Arizona, successfully complete a comprehensive background check, polygraph, and psychological evaluation.
  • The selected candidate will be required to complete the two-week Probation Officer Certification Academy and one week of Defensive Tactics training, within the first year of employment if not already certified in the state of Arizona.
  • Selected candidate may be required to complete Handle with Care training.
Our Preferred Candidate Has:
  • Five (5) years of related supervisor or management experience.
  • Master's degree.
  • Expertise in Arizona Code of Judicial Administration specific to Detention Operations Standards and Probation Standards.
  • Certification as a Probation Officer in the State of Arizona.
  • Current or prior certification in AZ Defensive Tactics.
  • Current or prior certification in AZ Handle with Care.

Essential Job Tasks

  • Coordinates, organizes, and schedules day-to-day operational activities of a division within the Juvenile Probation Department.
  • Plans, prioritizes, assigns, supervises, and reviews the work of supervisory staff of a division within the Juvenile Probation Department.
  • Provides strong leadership for the Juvenile Probation Department within all functional areas to identify the division's needs and institute both short and long-range planning activities to meet those needs and fully implement the Vision, Mission, Values, and strategic plan goals of the department and the Superior Court of Maricopa County.
  • Provides expert leadership and change management in instituting effective system improvement (reform) efforts, in such areas as juvenile detention alternatives, juvenile justice reinvestment, racial and ethnic disparity reduction, and juvenile justice and child welfare alignment.
  • Manages and aligns the division's array of juvenile justice services and programs to ensure a comprehensive, dynamic, and cost-effective service delivery system that is responsive to youths' criminogenic needs and is person-centered, recovery-oriented, trauma-informed, integrated, and culturally intelligent.
  • Supervises division staff, reviews and evaluates performance; coaches and mentors' subordinate staff for professional development and succession planning; provides counsel to staff if needed; participates in administrative investigations and follow-up.
  • Promotes staff development of evidenced-based principles including awareness of research, and the management of behavioral and organizational change processes.
  • Researches, develops, and presents proposals for improved services, programs, and functions.
  • Provides recommendations for policies, procedures, and goals; ensures staff within the division understand and follow all policies and procedures.
  • Ensures a safe and secure environment in secure custody for youth and staff.
  • Ensures compliance with all laws, regulations, and orders of the court.
  • Manages department resources; assists in the development, recommendations, and monitoring of annual budgets.
  • Directs effective use of assessment tools, data, and technology to facilitate informed decision-making.
  • Reviews and analyzes financial and operating data, reports, and recommendations.
  • Represents the department in meetings with representatives of governmental agencies and the public, and makes presentations before various advisory committees, legislative, and community groups.
  • Manages inquiries and complaints through established protocols as set by the department and/or Judicial Branch.
  • Oversees the development, maintenance, evaluation, and ongoing quality improvement of all contracted services.
  • Establishes and maintains effective professional relationships with county and state officials, key community leaders, and stakeholders.
  • Conducts and attends meetings, staff conferences, and serves on promotional panels.
  • Directs and attends in-service training; makes presentations and prepares reports.
  • Analyzes management information system and converts information to project plans.
  • May serve as acting Deputy Chief Probation Officer, when authorized.
  • Maintains leadership presence and positive engagement to model desired behavior.
  • Is available to work variable hours and variable days, including evenings, nights, early mornings, and weekends as needed.
  • Maintains a current, valid Arizona driver license, has access to a motorized vehicle, and can safely operate a motorized vehicle.
  • Demonstrates the ability to work independently without direct supervision.
  • Provides regular onsite or in-person supervision to assess business needs by observation, by monitoring group dynamics with face-to-face interaction and using body language/nonverbal communication, engages in interpersonal bonding, and models expected behaviors.
Working Conditions:


May include assignments in detention, probation, or a combination of both.

Work is subject to varying post and/or job-site assignments and may be subject to irregular work hours/ schedules to include completion of work on holidays and weekends.

Work may also require traveling.

May respond to crime scenes that may include staff or probationers and involve weapons, hazardous materials, drugs, and contagious diseases both in the community and within institutions.

Must have the ability to operate a variety of equipment necessary to perform job duties such as motor vehicles, computers, telephones, and radios. Must possess independent body mobility to stand, walk, bend and sit for prolonged periods of time and/ or drive a vehicle; the manual dexterity necessary to reach, grasp, hand write, and use a computer; vision sufficient to see and read; hearing and speech sufficient to communicate in person and over the phone; the ability to lift, drag, push and carry items of various weight up to 50 pounds.

All probation officers must "demonstrate, by proficiency testing, competency and understanding of the physical and verbal techniques and tactics presented at the defensive tactics training academy." ACJA § 6-107(G)(1)(b). The proficiency testing is based on whether they can perform the skills or tactics (or comparable alternatives) necessary for self-defense. Therefore, those selected for the position must successfully complete the 40-hour Defensive Tactics Training Academy as soon as practical, but no later than 120 days from the date of employment.
  • Forcefully raise arms above head (straight arm wristlock and takedown).
  • Perform minor aerobic activity.
  • Stand for up to 2 hours at a time.
  • Engage in balanced movements.
  • Throw hand strikes (fist strikes and palm-heel strikes).
  • Use impact weapons (ability to swing arms in a striking action with a baton that weighs 16 ounces).
  • Kick at targets below 24" (front snap kicks).
  • Perform controlled falls and return to a standing position unassisted (break falls and recovery).
  • Complete hand strikes and kick drills at partial speed.
  • Sustain exposure to Oleoresin Capsicum (OC) spray.
  • Engage in fighting techniques while on the ground.
  • Be able to bend knees, lower center, and touch the ground with one hand (break fall recovery and baton closing technique).
  • Be able to bend knees to a 45-degree angle (all ground techniques).

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
