Job Summary:
Under direction of the Supervisor II, the Policy Analyst will analyze a wide range of issues impacting agency programs, develop policy recommendations and executive level reports, analyze federal/state/tribal/local program policies, coordinate with federal/state/tribal/local governments, analyze/monitor federal legislation, and coordinate response to requests for information specific to California's emergency preparedness, response, recovery, and mitigation operations, as well as other areas of public safety and public policy.

Working Conditions
Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

• Experience preparing briefing materials, policy memos, appropriations requests, talking points, and other advocacy documents.

Personal Leave Program 2025 (PLP) : Effective July 1, 2025, CalHR implemented the temporary PLP 2025, which reduces employee pay in exchange for leave credits. The reduction amount and leave credits vary by bargaining unit. Salary range(s) listed do not reflect this temporary reduction.
Training and Development (T&D): T&D assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.


The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
