Senior Manager, Strategic Health Resource Center Department: Washington, DC Office Reports to: Managing Director, Public Policy and Strategic Health The Jewish Federations of North America ("JFNA") consist of 141 Jewish Federations and dozens of Network communities which collectively raise and distribute more than $3 billion annually to support flourishing Jewish life and the needs of the Jewish people in their home communities and around the world. The Jewish Federation system, among the top 10 charities on the continent, leads the largest network of volunteer and professional leaders who build and sustain Jewish communities that are healthy, safe, caring, welcoming and inclusive, educated and engaged, involved in the broader community, and deeply connected to Israel and the global Jewish people. ABOUT THE POSITION The Senior Manager for the Strategic Health Resource Center ("SHRC") will join a public affairs and advocacy team based in Washington, DC that represents the interests and concerns of 141 local federations and more than 300 independent communities to members of Congress and the administration. The purpose of the Strategic Health Resource Center is to support the Jewish Federations’ mission of protecting and enhancing the well‑being of Jews worldwide. The SHRC does this by ensuring that America’s social safety net remains strong and that our community’s nonprofit health and human services provider network remains sustainable and effective at meeting the needs of local communities, regardless of religion, race, sex, or any other characteristic. Jewish Federations across the United States allocate funds to local partner agencies that provide a broad array of human services, including health care, mental health care, home and community-based services, long-term care, and vocational services, as well as other programs for youth, families, older adults, Holocaust survivors, immigrants and refugees, persons with disabilities, and caregivers. The Senior Manager will advocate for a diverse portfolio of federal policies related to health, mental health, aging, and disability priorities. ESSENTIAL DUTIES AND RESPONSIBILITIES Represent JFNA before Congress and the Administration to advance health care, mental health care, home- and community-based services, long-term care, aging, and related policy priorities in coordination with the Political Affairs Department. Develop and maintain deep substantive expertise in the SHRC’s health, mental health, aging, and long-term care priority areas. Conduct legislative, regulatory, and policy research and analysis; draft testimony, statements for the record, and regulatory comment letters; and make recommendations for Federation executive and lay leadership to support or endorse legislation and policies. Represent the SHRC in national coalitions to build strategic partnerships and advance shared priorities. Work closely with all Public Affairs staff, as well as the communications and marketing teams, by ensuring that complex policies and practices are translated into accessible communications for diverse audiences. Develop products for advocacy activities and for communication to federation leaders, government affairs professionals, partner agency executives, and the public, including webinars, issue briefs, template letters, brief advocacy messages, talking points, memoranda, analyses, newsletter updates, blogs, and letters to the editor. Participate in programmatic planning for JFNA social safety-net advocacy fly-ins and webinars, and assist with planning, coordinating, and running these events. QUALIFICATIONS 5+ years of relevant experience advocating or conducting policy analysis related to health, disability, aging, or other health and human services issues. Strong familiarity with federal legislative and regulatory processes, as well as national politics related to health, mental health, aging, and long-term care issues. Working knowledge of health, mental health, and long-term care policies, particularly the Medicaid program. Experience collaborating with a variety of stakeholders and coalition partners to advance shared priorities. Excellent research, analytical, oral, and written communication skills, and strong people skills with the ability to build trust and credibility with community leaders, government affairs professionals, and other national stakeholders. Extremely organized self-starter with a demonstrated ability to work independently and manage multiple priorities in a fast-paced environment. Strong commitment to supporting the Jewish community.
