The Senior Project Development Officer will assist the Director of Project Implementation and Management with the development, management, oversight, administration, and completion of CRDA-funded projects. This position assists with project functions such as contract administration, project and construction oversight, contractor coordination, project scheduling, budget and expenditure monitoring, reimbursement, and coordination of construction activities.

The position provides oversight and administration of CRDA-funded projects and is responsible for monitoring project progress, contractor performance, expenditures, schedules, and compliance with approved plans, specifications, contracts, and applicable requirements. The position does not perform construction work but must possess sufficient knowledge of construction practices, materials, sequencing, and project requirements to effectively monitor project progress, evaluate supporting documentation, and identify potential issues affecting project cost, schedule, quality, or compliance.

KEY RESPONSIBILITIES:

1. Monitors project and field work to ensure CRDA-funded projects are progressing in accordance with approved project schedules, plans, specifications, contract requirements, and established deadlines.
2. Assists the Director in planning and coordinating projects as needed. Identifies project needs and assists with hiring consultants, developing RFPs, and evaluating proposals and negotiating contracts as appropriate.
3. Reviews plans and specifications and assists in the bidding process and awarding of contracts. Identifies potential conflicts, omissions, or other issues that may affect project scope, cost, schedule, or implementation and brings such matters to the attention of the Director.
4. Prepares check requests, monitors project expenditures, and ensures all project documentation and supporting documentation for payments and reimbursements is produced on time.
5. Reviews contractor payment applications, invoices, and supporting documentation; verifies that requested payments and reimbursements are consistent with work completed, approved project costs, contract terms, and project records.
6. Assists the Director in preparing CRDA Board actions.
7. Attends Committee and Board meetings as necessary.
8. Monitors contractor and consultant performance and coordinates with contractors, consultants, engineers, architects, and other project stakeholders to identify and address project issues.
9. Executes projects to minimize costs and/or deliver savings, to include fielding phone calls, visits, and inquiries from the public, vendors, contractors, consultants, project sponsors, and other stakeholders.
10. Performs site inspections and attends project field meetings as needed. Coordinates with the Director regarding field issues as they develop. Documents project progress, site conditions, deficiencies, delays, and other issues through photographs, reports, meeting notes, and other appropriate documentation.
11. Communicates planned construction to others to ensure proper coordination of activities pre- and post-construction.
12. Attends job progress meetings.
13. Monitors project schedules, milestones, deliverables, and critical project activities; identifies actual or potential delays and assists in developing appropriate corrective actions.
14. Reviews proposed change orders, requests for additional work, and adjustments to project scope, cost, or schedule and provides recommendations to the Director.
15. Monitors project budgets, commitments, expenditures, reimbursements, and remaining project costs and identifies potential cost overruns, funding issues, or discrepancies.
16. Maintains sufficient knowledge of construction materials, methods, sequencing, and practices to effectively monitor projects involving road paving, street lighting, utilities, site improvements, and other development or infrastructure-related projects.
17. Reviews contractor and consultant submissions, including schedules, payment applications, change orders, reports, certifications, and other project documentation, as applicable.
18. Assists with project closeout activities, including punch-list items, final inspections, warranties, as-built documentation, certifications, permits, final payment, and other required closeout documentation.
19. Supports staff members with project management, as needed.
20. Identifies potential project risks, compliance issues, deficiencies, and deviations from approved plans, specifications, or contractual requirements and promptly escalates such matters to the Director or appropriate party.
21. Other related duties as assigned.

QUALIFICATIONS AND REQUIREMENTS: 

 

• Bachelor’s degree in Business Administration, Engineering, Construction Management, Accounting, or applicable field.
• Minimum of five (5) years relevant experience.
• Relevant experience in project management, construction management, construction administration, engineering, infrastructure development, facilities development, or a related field.
• Demonstrated knowledge of construction project oversight, including project schedules, construction sequencing, materials, plans and specifications, contractor performance, and project documentation.
• Working knowledge of construction requirements and contract compliance.
• Working knowledge of construction practices and materials associated with road paving, street lighting, utilities, site improvements, and/or development projects.
• Ability to negotiate contracts as appropriate.
• Ability to review contractor payment applications, invoices, change orders, and supporting documentation and assess whether requested costs are consistent with work completed and contractual requirements.
• Ability to monitor contractor performance and project progress and evaluate compliance with approved plans, specifications, schedules, and contractual requirements without assuming responsibility for the contractor’s means and methods of construction.
• Ability to read and interpret construction plans, specifications, schedules, contracts, and other project-related documents.
• Ability to identify construction deficiencies, schedule delays, cost issues, and potential project risks and effectively communicate concerns to project leadership.
• Excellent communication skills, with the ability to clearly express complex thoughts and ideas.
• Strong organizational and project management skills, including the ability to manage multiple projects, priorities, deadlines, and competing demands.
• Knowledge of Microsoft Office Suite of products.
• Knowledge of, and compliance with, all Authority policies and procedures as well as State, Federal, and local regulations.
• Ability to respond effectively to quickly changing priorities and responsibilities.
• Ability to lift and carry up to 25 pounds.
• Ability to work effectively under pressure to meet deadlines.
• Valid New Jersey driver’s license.

Preferred Qualifications:

• Experience overseeing publicly funded, commercial, infrastructure, or development projects.
• Experience with road paving, street lighting, utility, site development, or other civil/infrastructure projects.
• Experience reviewing contractor payment applications, change orders, schedules, and project closeout documentation.
• Experience working with engineers, architects, contractors, consultants, project sponsors, and governmental agencies.
• Familiarity with public procurement, construction contracts, prevailing wage requirements, permits, reimbursement processes, and regulatory compliance.
