To supervise, assign, review and participate in the work of staff responsible for providing administrative support and transit operations within the Transit Department; to ensure that all transit and para-transit routes are running according to schedule; and to perform a variety of technical tasks relative to assigned area of responsibility. Reports to HATS Director.
Knowledge, Skills, and Abilities: Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for providing mass transit services within the Transit. Department. Investigate and respond to customer complaints. Participate in selecting, training, motivating and evaluating personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures as required. Evaluate monthly contracted agency statements and invoices to ensure accurate billing; Monitor the grant ledgers for accurate expending of Federal and State funds. Complete quarterly claims to NCDOT for reimbursement of eligible administrative and capital expenses. Monitor revenue and expense reports for accurate posting of revenues received and department expenditures. Assist the public, other departments and divisions by providing information concerning services provided; explain departmental/divisional policies and procedures requiring some interpretation, using a variety of established guidelines. Must be able to troubleshoot problems and provide efficient and accurate answers to client inquiries. Answer and screen direct customer calls; answer questions and provide information to the general public; respond to sensitive inquiries and complaints. Operate a two-way radio in support of dispatching duties; ensure routes are serviced in a timely fashion and are on schedule; Monitor the employee hours and assist with time adjustments and other payroll functions. Assist the Financial Clerk with daily collection, counting, and reporting of transit revenues. Purchase office supplies for the Transit Department and complete purchase orders when applicable. Participate in the investigation of accidents, incidents, and complaints in the workplace for preventable and non-preventable accidents/incidents by viewing video tapes and taking pictures of incident scenes; prepare and submit accident and incident reports to the Human Resource Department and NCDOT. Assist with the preparation of the department's budget and grant applications. Compose, prepare, review and distribute a variety of forms, reports, correspondence and documentation; proofread a variety of documents including general correspondence, memoranda, and reports. Transcribe and compose minutes for assigned boards and committees; prepare and distribute meeting agendas. Contact the public and outside agencies for the purpose of obtaining, clarifying, and providing information and making referrals. Complete all FTA/IMD trainings requirements that relate to the administrative functions for this position. Acts as Transit Director in his or her absence. Non-Essential: Provide administrative support to the Transit Department including serving as backup for Financial Clerk and transit dispatchers. May assist with contracted agencies billing and Medicaid billing when needed. May respond to emergency situations on an on-call basis. Daily collection, counting, and reporting of transit revenues in the absence of the Financial Clerk; Maintain revenue records; prepare deposit slip; deliver deposit slip and revenue to bank or appropriate department; maintain related records. May conduct transit driver training. May act as receptionist and perform a variety of clerical duties. Perform other duties as assigned Minimum Training and Experience: High school diploma or equivalent. Four years of increasingly responsible experience in mass or public transit operations or administrations is required. Other:Successful candidates will be subject to a DOT Physical, and alcohol and controlled substances testing as required by FTA. SBI Background Check, must have valid driver's license.
