SENIOR MANAGEMENT ANALYST
The City of Elk Grove is seeking an experienced Senior Management Analyst to join the Finance Department. This position is responsible for performing complex analytical, operational, financial, and programmatic assignments in support of departmental and organizational initiatives. Overview Reporting directly to the Finance Director, the ideal candidate will possess progressively responsible experience in financial analysis, organizational improvement, compliance oversight, project management, and operational support. The candidate will be a highly skilled problem solver with experience in grants administration, procurement coordination, ERP systems, policy development, process improvement, and strategic project implementation. Responsibilities Lead, oversee, review, and participate in the work of staff performing analytical and administrative support functions for the assigned department or division. Perform more complex work assignments with little or no directly related policies, requiring independent judgment and discretion in establishing work plans, identifying resources, and completing assignments. Provide input for personnel decisions such as performance evaluations, promotions, hiring, and disciplinary actions. Assist in the development and implementation of goals, objectives, policies, and priorities for citywide programs and initiatives. Research, implement, and administer policies, procedures, and changing business practices for assigned programs and projects. Coordinate, structure, and oversee ongoing or special programs as assigned. Plan, coordinate, and evaluate assigned programs or projects; identify project consequences; implement recommendations; organize and prioritize timelines and schedules. Participate in budget development and administration of assigned areas; provide budgetary recommendations; prepare reports and analyses of budgetary decisions; prepare forecasts and feasibility studies. Plan, coordinate, and evaluate activities associated with assigned contracts; research and evaluate proposed contractual obligations; prepare RFPs; assist in negotiations and administration; monitor compliance. Review and revise project specifications and contracts; verify bid schedules, technical specifications; coordinate with risk management, legal, city clerk, and purchasing officer; respond to contractors; review all bid submissions; communicate bid approvals. Perform professional level research, administrative, operational, financial, legislative, and grant proposal duties in support of city programs and functions. Assist in resolving operational and administrative issues; identify issues, conduct research, and implement recommendations. Provide assistance to management staff, including preparation and presentation of staff reports and correspondence. Attend and participate in professional group meetings; stay abreast of new trends and innovations in business and public administration; respond to difficult and sensitive complaints and inquiries from the public. Provide training to City staff on principles, methods, and resources of data research, analysis, and reporting; collaborate with Information Services staff. Lead training workshops on performance management. Prepare agenda items, make presentations to City Council and committees; represent the City or a department in meetings with community groups, professional associations, and other local entities as required. Serve as liaison to assigned City commissions/committees. Perform related duties as assigned. Qualifications Knowledge of principles of providing functional direction and training to staff; principles and practices of leadership; effective technical, administrative, budgetary, and financial record keeping; comparative analyses; presentation techniques; project management; contract negotiation, preparation, and monitoring; program development and administration; data collection and research methods; organizational and management practices for evaluating programs and operational needs; pertinent federal, state, and local laws, codes, and regulations; techniques for representing the City in contacts with agencies, groups, and organizations; current literature and sources of information; principles and techniques for teamwork; technical and administrative reporting; city safety rules and regulations; customer service skills; diversity, equity, inclusion, and belonging principles; English language composition; and current equipment and communication tools. Ability to plan, organize, and coordinate staff work; provide staff leadership and direction; develop and implement goals, objectives, practices, policies, procedures; apply public administration principles; collect, evaluate, and interpret data; conduct research studies and projects; establish and maintain record keeping systems; participate in program and project evaluation; perform analytical tasks requiring independent judgment; prepare clear reports; research and monitor contracts; understand city operations and outside agencies; apply laws and regulations; use computer systems and modern equipment; communicate clearly; use judgment within policy guidelines; engage with diverse public and workforce; establish positive working relationships. Education and Experience Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field and four (4) years of increasingly responsible administrative, financial, or budgetary experience. Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment. Vision to read printed materials and computer screen; hearing and speech to communicate.
