OVERVIEW

The Judicial Council of California is accepting applications for the position of Human Resources Analyst in Human Resources’ Talent Acquisition unit. The Human Resources (HR) Analyst is a temporary, full-time assignment for the duration of approximately two years, contingent on the availability of funds. Under supervision, the HR Analyst is responsible for analysis in determining recruitment offer amounts, conducting incumbent salary analysis across classifications, participating in tracking Talent Acquisition unit analytics, and recruiting to fill senior and executive level vacancies, as needed. HR Analyst will also have shared responsibility in developing and maintaining effective recruitment and retention programs, effective onboarding initiatives, performing contingent worker tracking and analysis to ensure requests follow all applicable policies, procedures, and California laws, as well as contract and vendor management. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule‑making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days a week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

RESPONSIBILITIES

Key responsibilities of the HR Analyst position include: Provide compensation analyses and review of internal and external salary offer amounts. Discuss the analysis and share findings with office leaders, providing explanation of the data and recommendation. Provide recruitment support for executive leadership recruitment activities. Provide recommendations on effective recruitment strategies and manage recruitments in the PeopleSoft HRIS system. Evaluate applicants’ background to determine if minimum qualifications (MQ’s) are met. Broaden the Judicial Council’s online presence with the goal of applicants recognizing our agency as an employer of choice. Collaborate with others on the Talent Acquisition team to find and attend career fairs, update the look and feel for our public facing profiles, and implement passive recruitment strategies that benefit the Judicial Council organization and all of the judicial branch partners that we support. Proactively research and make suggestions for new posting sites, job announcement templates, passive recruiting techniques, and other recruiting strategies that will increase visibility of our vacant positions. Participate in vendor solicitations (RFP) and contract management activities; updating content of internal SharePoint pages, as needed. Co-facilitate team led training, attend meetings, and participate in other HR projects, as assigned.

MINIMUM QUALIFICATIONS

Bachelor’s degree, and three (3) years of professional human resources experience. An additional four years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year‑for‑year basis. OR Juris doctor with a focus on employment law or master’s degree in human resources, organizational development. OR Two years as an Associate Human Resources Analyst with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Human Resources Analyst in a California Superior Court or California state‑level government entity. Desirable Qualifications: Experience with full‑cycle recruitment activities. Excellent attention to detail, communication, and project management skills. Human Resources experience in the public sector.

PAYMENT & BENEFITS

Salary Range: $7,513 - $11,270 per month Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
