The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.
Senior Public Health Nutritionist - Open Competitive
Your Specific Responsibilities:
The incumbent is a member of the Quality Assurance and Training Team for WIC/Nutrition division of the Florida Department of Health in Hillsborough County. Primary responsibility for performing the Local Agency Program Reviews (LAPR) and providing training and technical support to the nutrition staff. Works as a team member to meet and exceed established guidelines for the program. The incumbent provides services for the WIC/Nutrition Division in accordance with DHM 150-24.
- Plans and schedules local agency program reviews for at each WIC site and provides report to Nutrition Program Managers and the State WIC office. Prepares, maintains and submits program review reports and documents the findings. Based on findings, the incumbent develops and provides training/guidance to nutrition staff. Presents report of the Local Agency Program Review ( LAPR) to nutrition management.
- Travels to WIC sites to perform Local Agency Program review and corrective action follow-up reviews.
- Assists in the completion of the Nutrition Program Plan.
- Ensures the timely completion of the Corrective Action Plan following Central Office Monitoring visits.
- Is the FL-WiSE subject matter expert and provides training and evaluation of the FL-WiSE for the Nutrition/WIC staff. The incumbent is the local contact for staff regarding the FL-WiSE system.
- With the Human Services Program Analyst, coordinates mandatory training for new clinic staff. Monitors and maintains the required proof of trainings, certifications, program requirements and competencies for all Nutrition / WIC staff. Develops presentations, training material, work samples and training exercises.
- Assists with the annual Quality Improvement (QI) project for the Nutrition/WIC Division and is the backup to the Division’s Quality Council representative. Identifies the problem, the improvements; develops the action plan and communicates observations on the QI project.
- Responsible for generating Nutrition Reports. Monitors the Nutrition Reports for the division. Monitors indicators and corrective action steps to ensure goals for the nutrition division are being met.
- Direct client services to include but not limited to: WIC certifications, individual and group education sessions for clients and others as needed (e.g. Subjective Objective Assessment Plan (SOAP) notes, nutrition questionnaire assessments, goal setting).
- Collects anthropometric data of clients through conducting height/stature and weight measurements. When needed, will perform fingers sticks to assess hemoglobin levels of WIC participants. Will receive training on proper anthropometric and hematological collection methods by an approved trainer prior to job duties.
- If fluent in another language, you may be required to assist with translating to ensure quality client services.
- Submits reports such as travel, HMS, People First within the timeframe assigned.
Required Knowledge, Skills, and Abilities:
- Effective verbal and written communication skills.
- Knowledge and understanding of local, state, and federal WIC Program policies and procedures.
- Knowledge of current science and practice of food, nutrition and dietetics; normal nutrition principles and dietary needs throughout the life cycle.
- Ability to assess appropriate and effective feeding for women, infants and children.
- Effectively counsel using the VENA techniques.
- Knowledge of medical terminology.
- Nutrition charting techniques using the SOAP format.
- Ability to interpret and assess local, state and federal program policies, procedures and guidelines.
- Ability to use computer, digital scale, balance scale, stature board, HemoCue machine, copier, telephone.
- Computer skills: thorough knowledge, skills and ability to use Excel, Word, Outlook, FL-WiSE.
- Ability to train/educate staff.
Qualifications:
- Minimum:
- Valid State of Florida License as a Dietitian/Nutritionist issued by the Division of Medical Quality Assurance.
- Bachelor of Science degree or master's degree in Nutritional Sciences, Community Nutrition, Clinical Nutrition, Dietetics, Public Health Nutrition or Home Economics with emphasis in Nutrition per WIC Federal Regulation, CFR, Title 7, Part 246. Verification will be required the date of the interview.
Licensure, Certification, or Registration Requirements:
- This occupation requires that the incumbents meet the requirements outlined in Chapter 468, Part X, Florida Statutes, or be eligible to practice dietetics in accordance with Chapter 64B8-40 to 45, Florida Administrative Code. Verification will be required the date of the interview.
