The position provides strategic leadership, operational oversight, and continuous improvement for four systemwide leadership development experiences: the Executive Leadership Academy, Rising Leaders Academy, Aspiring Leaders Program, and Extraordinary Contributors Program. These programs support employee growth and leadership development across the HHS enterprise and prepare participants for increasing levels of responsibility and organizational impact. The Leadership Academy Manager directs a professional team responsible for the design, development, implementation, facilitation, administration, and evaluation of leadership development programs. The position establishes program goals, priorities, and performance measures; oversees curriculum development and learning strategies; manages program budgets and procurements; monitors program effectiveness; and ensures alignment with agency workforce development priorities and strategic objectives. The Leadership Academy Manager serves as a key advisor and consultant to executive leadership, program areas, human resources partners, and stakeholders regarding leadership development needs, employee development strategies, and organizational learning opportunities. The manager serves as the primary liaison to the Leadership Development Executive Steering Committee, other governance groups, leadership academy alumni association, and workgroups. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Directs Leadership Development Programs and Staff (45%) Directs and oversees the statewide Leadership Development Program, including the Executive Leadership Academy, Rising Leaders Academy, Aspiring Leaders Program, and Extraordinary Contributors Program. Provides leadership, guidance, coaching, and supervision to professional staff responsible for program development, facilitation, participant support, communications, coaching, and administrative operations. Establishes priorities, assigns work, evaluates performance, and ensures achievement of program goals and deliverables. Serves as the primary staff liaison to the Leadership Development Executive Steering Committee. Ensures steering committee decisions and recommendations are communicated, implemented, and evaluated across all leadership development programs. Leads Strategic Program Planning and Curriculum Development (20%) Develops and implements long-range strategies, goals, and initiatives that support leadership development across the HHS System. Directs the design, implementation, evaluation, and continuous improvement of leadership curricula, learning experiences, assessments, coaching activities, mentoring initiatives, and related development programs. Ensures content and delivery methods align with organizational priorities, adult learning principles, and industry best practices. Provides Executive Consultation and Stakeholder Engagement (15%) Collaborates with executive leadership, agency divisions, program areas, and human resources partners to identify leadership development priorities and organizational needs. Provides strategic consultation, recommendations, and guidance regarding leadership development initiatives, and workforce development opportunities. Provides leadership development subject matter expertise through speaking engagements, workgroup and committee participation, strategic planning activities, and consultation with agency leaders and stakeholders. Establishes and maintains productive working relationships with internal and external stakeholders. Manages Program Operations, Budget, and Procurements (10%) Develops, administers, and monitors program budgets, expenditures, contracts, and procurement activities supporting leadership development initiatives. Oversees resource allocation, contract management, and purchasing activities to support program operations. Ensures compliance with state, agency, purchasing, and contracting requirements while maximizing program effectiveness and stewardship of public resources. Evaluates Program Effectiveness and Organizational Impact (5%) Directs the collection, analysis, and interpretation of program data to assess effectiveness, participant outcomes, and return on investment. Reviews performance measures, participant feedback, and organizational data to identify trends and opportunities for improvement. Develops reports, presentations, and recommendations for executive leadership, the Steering Committee, and other stakeholders. Performs Administrative and Special Project Responsibilities (5%) Assists the Employee Engagement and Development Director with departmental planning, administration, reporting, and management activities. Leads special projects, participates in agency and enterprise-wide initiatives, and performs other duties as assigned. Adult learning theory, instructional design, curriculum development, coaching, and facilitation techniques. Management principles and practices, including employee supervision, performance management, and staff development. Governance structures, executive advisory committees, and strategic workforce planning. Performance measurement, data analysis, and program evaluation methodologies. Organizational change management, employee engagement, and workforce development strategies. Group dynamics, relationship management, and stakeholder engagement techniques. Skill in: Supervising, coaching, mentoring, and developing professional staff. Leading complex programs and multiple concurrent initiatives. Strategic planning and organizational improvement. Budget administration, fiscal oversight, and resource management. Preparing executive-level reports, recommendations, and briefing materials. Facilitating executive committees, governance groups, and stakeholder meetings. Building partnerships and collaborating with diverse stakeholders. Public speaking, facilitation, and executive-level presentations. Analyzing complex information and developing strategic recommendations. Written and verbal communication. Registrations, Licensure Requirements or Certifications: International Coaching Federation (ICF) certification or ICF-accredited certification preferred. Initial Screening Criteria: Graduation from an accredited college or university with a bachelor’s degree. Relevant experience may substitute for education on a year-for-year basis. Experience managing leadership development, organizational development, employee development, workforce development, training, or related programs. Experience supervising professional staff, including performance management and employee development. Experience developing, administering, or monitoring budgets, contracts, procurements, or related fiscal operations. Experience providing consultation, recommendations, or strategic guidance to management or executive leadership. Experience facilitating leadership development programs, training initiatives, workshops, conferences, or presentations is preferred. Experience supporting executive committees, advisory bodies, governance groups, or strategic planning initiatives is preferred. Additional Information: Some travel and flexibility in hours may be required, including occasional extended hours. This position is located in Austin, TX and may allow a hybrid telework schedule with required on-site work at the HHS North Austin Complex. Telework is subject to change based on business needs and management directives. When telework is allowed, it requires reliable personal internet and a workspace that supports the protection of confidential information. Employment offers depend on available budgeted funds.
