Position Overview/Duties This is a Direct Hire Authority (DHA) announcement for an Interdisciplinary (Quality Manager) in the South Atlantic Division, Mobile District, Engineering Division. Position Title(s): Interdisciplinary (Quality Manager) Duty Location: Mobile, AL. Duties Serve as Engineering Division’s Quality Manager responsible for the overall Quality Management Program and the associated processes and procedures for effective quality management. Operate as Division’s primary point of contact for quality processes and procedures related to Engineering work products and provide necessary coordination with MSC and HQ USACE on quality documentation and products. The position is responsible for the development and monitoring of an effective QM program and will track business/design metrics within Engineering Division for implementing new policies for continuous quality improvement. Incumbent works independently, exercising initiative and experienced judgment to interpret and apply regulations, policies, and directives to accomplish assignments within applicable guidelines. Consults with management on matters of major policy changes, priorities, or critical problem areas. Incumbent will perform Quality Audits, Quality Standdowns, and ensures complete and proper reviews occur as outlined in the Quality Management Plan. Incumbent will develop training for personnel on existing, new, and/or revised quality process improvements. Also serve up to 25% of their time as a Design Manager/Engineering Tech Lead supporting the military program, civil works program, and/or support for others design programs. Other Essential Information Applicants must include a copy of their Professional Engineer (PE) or Registered Architect (RA) license with their resume as a single document. There are no page limitations for documents submitted with this application. Minimum Education Requirement Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript. Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements. Specialized Experience One year of specialized experience which includes: (1) Preparation and implementation of project/programs specific project management plans, quality management plans, review and documentation of quality processes, and auditing for overall compliance; (2) Developing strategies for process and procedure improvement consistent with the mission, District, and regional goals; (3) Knowledge in managing multiple projects concurrently and/or (4) Having a progression of increasing responsibilities in either analysis, design, or construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Evaluated on the basis of your level of competency in the following areas: Design; Planning and Evaluating; Project Management; Technical Competence. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Contracting Officer Representative (COR) certification within one year of employment. The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter. Professional Architect or Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Architect or Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories. Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement. PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government. This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles. This position may be eligible for situational telework.
