Senior Data Systems Administrator

Salary: $116,950.4 - 136,331.2 per year Requirements:

• We require three years of experience in systems, operations, procedures, research, or analysis, along with a bachelors degree in business, public administration, finance, computer science, or a related field.
• We also accept an equivalent combination of education, training, and experience that provides the background needed to perform the work.
• We prefer at least three years leading the development, enhancement, or administration of complex data systems or enterprise platforms.
• We prefer at least two years developing or applying data governance, privacy, security, or compliance practices.
• We prefer at least two years managing multi-year or cross-functional technology or data projects in partnership with IT teams or vendors.
• We prefer experience with Microsoft Power Platform tools, including Dataverse and Power Apps.
• We prefer experience with relational database systems and data querying or scripting languages such as Microsoft SQL Server, MySQL, R, or Python.
• We prefer experience working with human services programs, community-based organizations, or public-sector stakeholders.
• We prefer experience leading change management strategies on major projects involving diverse stakeholders.
• We prefer the ability to communicate effectively with both technical and non-technical audiences, including executive leadership.
• We prefer the ability to translate program or regulatory requirements into system, data, or workflow needs.
• We prefer the ability to apply race and social justice principles to data governance, system design, and stakeholder engagement.

• We serve as the senior business owner and functional system lead for our new provider data portal.
• We make independent decisions on system architecture, data models, data flows, and integration design to keep our systems scalable, secure, and compliant.
• We review and approve deliverables from technical partners such as Seattle IT or external vendors to ensure they align with departmental needs and long-term sustainability.
• We monitor system performance and proactively identify opportunities for improvement.
• We establish and maintain data dictionaries and standards that bring together data from multiple sources.
• We ensure analysts have dependable access to high-quality data for performance measurement, evaluation, and decision-making.
• We lead the multi-year development and growth plan for the provider data portal.
• We create long-term plans for enterprise data systems that support departmental and citywide priorities, including new initiatives and changing regulatory demands.
• We act as the departments lead authority on enterprise data systems, identifying risks, tradeoffs, and strategic opportunities.
• We coordinate work across divisions, Seattle IT, and vendors to sequence work effectively, use resources efficiently, and implement solutions successfully.
• We lead enterprise data governance frameworks that define ownership, access, data standards, system requirements, and lifecycle management.
• We partner with Seattle IT and legal counsel to interpret and apply privacy, security, and compliance requirements appropriately.
• We manage and audit security access roles for the provider data portal and other key systems.
• We lead change management efforts for new or updated data systems, including creating training materials and delivering training for the provider data portal.
• We develop training resources for end users of the provider data portal.
• We collaborate with our DPE teammates, department staff, and providers to make sure solutions meet user needs.
• We work with stakeholders to identify and remove people, process, and technical barriers.
• We represent our department in citywide data governance bodies and working groups.
