Description
The Senior Development Manager is responsible for providing senior-level project management, owner's representative services, and development consulting support for City-led and public/private redevelopment projects. This position serves as a key member of the Economic Development team and helps ensure that development projects are planned, coordinated, executed, and delivered in alignment with City priorities, approved agreements, budgets, schedules, and quality expectations.

Examples of Duties
Key Responsibilities

Serve as the City's project management lead and owner's representative for assigned development projects.

Coordinate with legal representatives throughout the project solicitation process to ensure compliance with statutory procurement requirements. Lead the solicitation process and advise the Director and Executive Leadership Team during the selection and contract development process.

Provide contract management, project management, and consulting support for horizontal infrastructure, vertical development, public improvements, and public/private partnership projects.

Develop and maintain project management plans. Identify and track issues, feasibility issues, implementation risks, approvals, dependencies, budget considerations, and key project milestones.

Coordinate design, construction, and implementation issues among developers, consultants, contractors, utilities, and City departments.

Drive accountability with project partners to ensure commitments, deadlines, deliverables, and decisions are clearly understood and completed.

Validate contractor, consultant, and developer compliance related to project budgets, payment applications, change orders, reimbursement requests, and compliance.

Prepare project updates, briefing materials, timelines, and summaries for the Director of Economic Development, Executive Leadership Team, Redevelopment Commission, City Council, and other stakeholders.

Assist with project closeout, documentation, transition planning, and lessons learned.

Mentor and coach team members on project management and owner's representation best practices.

Knowledge, Skills, and Abilities

Strong project management skills with the ability to manage multiple complex projects simultaneously.

Knowledge of architecture, engineering, real estate development, construction coordination, infrastructure delivery, and municipal project implementation.

Ability to serve as an effective owner's representative on behalf of a public entity.

Strong understanding of project schedules, budgets, scopes of work, contracts, change orders, and project documentation.

Ability to coordinate effectively with developers, engineers, architects, contractors, consultants, legal counsel, finance professionals, and public officials.

Strong problem-solving skills and ability to identify risks, clarify issues, and recommend practical solutions.

Excellent written and verbal communication skills.

Strong meeting facilitation, follow-up, and documentation skills.

Ability to drive accountability without direct supervisory authority.

Strong organizational skills and attention to detail.

Ability to interpret plans, project documents, agreements, schedules, and technical information.

Knowledge of municipal government processes, public financing tools, and public procurement.

Ability to work independently while keeping leadership informed of key developments, risks, and decisions.

Professional judgment, discretion, and the ability to work on sensitive or high-profile projects.

Typical Qualifications
Minimum Qualifications

Bachelor's degree in construction management, urban planning, public administration, business administration, engineering, architecture, real estate development, economic development, or a related field.

Significant professional experience in project management, redevelopment, construction management, owner's representation, real estate development, municipal government, or a related field.

Experience coordinating complex projects involving multiple public and private stakeholders.

Experience with capital projects involving infrastructure, vertical construction, public improvements, or public/private partnerships.

Preferred Qualifications

Experience working with or for a municipal government, redevelopment commission, economic development organization, engineering firm, construction management firm, real estate developer, or owner's representative firm.

Experience managing projects funded through public financing tools, including Tax Increment Financing, bonds, grants, redevelopment agreements, or reimbursement agreements.

Familiarity with Indiana municipal approvals, public meeting requirements, claims processes, and public infrastructure delivery.

Experience with project management software, Microsoft Office, Microsoft Teams, scheduling tools, budgeting tools, and document management systems.

Professional certifications such as AIA, PE, PMP, CCM, AICP, LEED, or similar credentials are beneficial but not required.
