Program ManagerThe Statewide Residency Training Program is seeking a Program Manager to manage and direct the Iowa Health Professions Inventory (Iowa HPINV) and related services through planning, promotion, and implementation. The Program Manager position assumes responsibility for developing and administering all program elements of the Iowa HPINV which includes a minimum of a twice annual update of the entire active workforce for all physicians, physician assistants, advance practice nurses, pharmacists, and dentists for a total of over 15,000 active providers in Iowa to be managed, analyzed and reported upon. The Program Manager will possess expertise in Iowa health care provider workforce, education, and training as well as knowledge of database management. The Program Director leads strategic planning initiatives and is responsible for all aspects of this large, complex, and valued resource for the state of Iowa. In addition to the OSCEP responsibilities, this position is required to support the Continuing Medical Education (CME) Department in a variety of administrative functions. Please note, this position does not qualify for remote work.Duties to include:Operational and Financial Management:Responsible for the overall development and ongoing management of administrative and operational activities of the Iowa HPINV and CME in order to achieve established goals.Ensure the completion of a templated annual report with a visual display/analysis of each workforce within the Iowa HPINV.Evaluate program operations to ensure the achievement of established goals.Annually present or support the presentation of the annual report for each health profession to the corresponding profession advisory board.Collect and analyze CME annual statistical information for the Board of Regents report and the Program Based Analysis (an accreditation requirement).Ensure effective, timely, and accurate data collection efforts necessary for developing and maintaining each workforce database, the visiting consultant clinic database, First Five, and Primary Care Office (PCO) data.Provide leadership, technical guidance, and support for OSCEP staff and oversees the special requests of the databases maintained by OSCEP and CME.Implement and plan Iowa HPINV and CME program goals and maintaining awareness of internal and external trends.Review, analyze and recommend updates to existing procedures and information requirements of CME and the Iowa HPINV.Estimate the resources required to design, develop, implement, and maintain the Iowa HPINV in terms of cost, time, and skill level.Formulate information technology requirements and procedures for effectively processing data in the Iowa HPINV and CloudCME databases.Coordinate the preparation, makes assignments and reviews results of all Iowa HPINV projects and the ongoing reports.Review with the HPINV staff monthly the reports on calls made, number of professionals updated, new entries, deletions, and transfers for each profession.Instruct staff on the procedures for newly developed use of the Iowa HPINV.Assist OSCEP and CME staff in the definition and solution of programming needs from the IT department or from the LMS vendor.Make necessary administrative changes to the CloudCME database.Continually reconciles CME credit card deposits.Develops technical manuals for users of the Iowa HPINV and CloudCME maintained by OSCEP and CME.Responsible to organize and support the annual non-CME "Law Student Seminar".Lead and manage the weekly review of CME "pre-applications" meeting and process.Direct budget development, oversee budget operations, and assure issues are resolved for the Iowa HPINV, Visiting Consultant Clinics, First Five Program, Primary Care Office (PCO) data collection and reports, visiting professor program and other related programs within the Office of Statewide Clinical Education Programs (OSCEP) and CME.Make independent decisions using high-level independent judgment, make recommendations and resolve complex issues.Initiate and approve routine fiscal transactions.Responsible for supervising the administration of the Visiting Professor Program.Manage implementation and maintenance of CME learning management system, including training new employees on use of system as needed.Oversee the development of report formats, data products, and price schedules for report requests from the University of Iowa and non-University clients.Supervise the monthly billing of data sales to outside entities and following through to ensure payment is made and placed in the proper account within OSCEP.Responsible to develop the annual OSCEP and CME budget with detail for all fourteen MFKs in collaboration with the Assistant Dean and Administrative Services Specialist and ensures accurate entry into the Strata budget system.Perform other administrative duties as assigned by the Assistant Dean/Administrative Director and/or Associate Dean of the CME Division.Strategic Planning:Recommend or may develop strategic plans for OSCEP and CME. Will be assigned elements to implement within the strategic plans.Develop strategies for budget priorities.Implement the Iowa HPINV, Visiting Consultant Clinics (VCC), First Five Program, and Primary Care Office, and develops a plan to achieve the goals of this complex division within the Carver College of Medicine which is external facing and reaches out across the state as a representative of the University of Iowa.Prepare periodic and special reports using output data from the Iowa HPINV and CloudCME learning management system. Reports are many times requested by the Iowa Board of Regents, legislators, and senior executives within the Carver College of Medicine and must be completed in a timely manner.Work with professors to provide ideas and information to support research, articles, or grants.Communication and Outreach:Create and update communication strategy to promote OSCEP and CME programs.Capable and willing to present to professional groups such as the Iowa Department of Health and Human Services, each board of licensure, advisory boards, and professional associations.Support the publication of results in professional journals or for newspapers as requested and approved by MarCom.Compliance:Assure applicable compliance standards. Recommend changes in policies and procedures. such as HIPAA, Freedom of Information Act (FOIA), and other privacy acts regarding workforce information and birth certificate information as well as financial accountability.Manage national compliance standards and ensure all Carver College of Medicine CME programs and commercial support of CME activities are compliant with requirements for nationally accredited CME providers.Advise faculty and staff of the College regarding the Standards for Commercial Support from the Accreditation Council for Continuing Medical Education (ACCME). Develop informative documentation on the grant application process and the national standards for receiving commercial support and develop methods for sharing this information with the College's clinical departments. Ensure compliance with national standards and regulations for receiving commercial support.Quality Improvement:Implement initiatives targeted at optimizing organizational efficiency.Facilitate and evaluate quality improvement efforts.Develop quality improvement tools.Brainstorm with staff and seek strategies to improve quality of data and ways to reduce the time requirements of creating various reports.Leadership/Supervision:Develop and implement policies and practices of a culture that supports staff engagement in the workplace.Attend internal CCOM and other administrative meetings representing the CME Division as requested by the Administrative and/or Associate Dean. Represent the CCOM in a professional manner to outside physicians, constituents, and other health care providers.Conduct weekly meetings with all direct reports to optimize communication, alignment with expectations, timeliness, quality, opportunities for improvement, teamwork, and accountability.Provide annual reviews for all direct reports.Manage the recruitment, interview, and hiring process for all new employees who report to this position.Develop and implement new employee orientation and ongoing professional development of staff.Education RequiredA Master's degree or an equivalent combination of education and directly related experience.Required Qualifications:3 years of experience with data collection, relational database management, and reporting processes.At least one year experience working with CloudCME databases.Excellent written and verbal communication skillsLeadership experience including supervising employees, excellent interpersonal skills, professionalism, customer service, and strategic planning abilities.Ability to organize and manage multiple simultaneous ongoing responsibilities.Three years of health care and/or administration experience.Two years of experience working with
