Senior Project Manager - Environmental

$120k - $155k

LaBella Associates

Senior Project Manager – Environmental | Brooklyn, NY LaBella is seeking a Senior Environmental Project Manager to help lead and grow our multi-disciplinary Brooklyn, NY office. This is an opportunity for an experienced environmental consultant who wants to manage meaningful projects, deepen client relationships, mentor staff, and play a visible role in the continued growth of LaBella’s New York City environmental practice. LaBella is a 100% employee-owned firm with more than 2,000 professionals in more than 40 offices across 14 states, with additional international offices in the U.K. and Spain. LaBella’s DUMBO, Brooklyn office offers the agility, collaboration, and visibility of a growing boutique practice, backed by the resources, stability, and technical depth of a national employee-owned firm. We are looking for an experienced environmental professional with strong technical judgment, project leadership skills, client-service instincts, and an interest in growing into — or continuing to perform in — a seller-doer role. The successful candidate will manage environmental due diligence, investigation, remediation, wetland delineation, environmental permitting, and construction-phase environmental projects, with a particular focus on NYC E-Designation projects, NYS Brownfield Cleanup Program projects, spill sites, wetland and natural resource permitting, and complex urban redevelopment assignments throughout the five boroughs and the NYC metropolitan area. The Senior Project Manager will manage key projects and client relationships, prepare and review technical and regulatory deliverables, develop proposals and scopes of work, coordinate with regulatory agencies and multidisciplinary teams, support business development and teaming efforts, and help train and mentor junior staff. This role is well suited for someone who enjoys the combination of technical work, project delivery, client interaction, staff development, and strategic growth. For the right candidate, this is a high-upside opportunity to help shape a growing NYC environmental practice within a collaborative, employee-owned company that values initiative, technical excellence, client service, and long-term professional growth. Essential Duties & Responsibilities Manage and oversee environmental due diligence, investigation, remediation, permitting, natural resource, and construction-phase environmental projects throughout the five boroughs and the NYC metropolitan area. Lead complex NYC E-Designation, NYS Brownfield Cleanup Program, spill, redevelopment, wetland, natural resource, and other regulatory-driven environmental projects from planning through implementation and closure. Manage project scope, schedule, budget, staffing, subcontractors, technical deliverables, regulatory coordination, and client expectations. Prepare, review, and manage proposals, scopes of work, work plans, investigation reports, remedial action plans, closure reports, wetland delineation reports, permit applications, regulatory submittals, and client deliverables. Serve as a primary point of contact for clients, regulatory agencies, contractors, teaming partners, and internal project teams. Provide senior technical review and strategic direction on environmental data evaluation, remedial strategy, soil management, vapor intrusion, groundwater, engineering controls, wetland/natural resource constraints, environmental permitting, and construction-phase environmental issues. Manage and/or support wetland delineations, natural resource assessments, jurisdictional determinations, alternatives analyses, mitigation concepts, and related federal, state, and local permitting efforts. Coordinate with regulatory agencies on environmental, wetland, waterbody, coastal, stormwater, and natural resource permitting matters, including agencies such as USACE, NYSDEC, NYCDEP, and other applicable local, state, and federal agencies. Identify and pursue strategic business development opportunities in the NYC regional market, including real estate, affordable housing, institutional, public agency, infrastructure, redevelopment, wetland/permitting, and natural resource opportunities. Support proposal strategy, teaming decisions, qualifications packages, interviews, and responses to RFPs and RFQs. Build, maintain, and expand client relationships through strong project delivery, technical credibility, responsiveness, and practical problem-solving. Collaborate with multidisciplinary teams, including environmental scientists, geologists, engineers, planners, architects, contractors, attorneys, developers, public agencies, and government regulators. Provide oversight, mentoring, technical guidance, and professional development support to project managers, junior staff, and field staff. Support recruiting, onboarding, training, and staff development efforts for the Brooklyn environmental practice. Track and communicate project milestones, staffing needs, financial performance, client opportunities, and quarterly business goals. Monitor and communicate relevant NYC regional environmental policy, regulatory, and market developments that may affect clients, projects, business development, or practice growth. Identify opportunities to expand LaBella’s environmental permitting, wetland, natural resources, and development-support services within the NYC regional market. Represent LaBella professionally in client meetings, regulatory meetings, industry events, professional organizations, and teaming discussions. Conduct and oversee work in accordance with professional standards, applicable regulations, LaBella’s QA/QC policies, and the firm’s core values. Required Education & Qualifications B.S. degree in Geology, Environmental Science, Engineering, Ecology, Biology, Natural Resources, or a related field. Approximately 10–15 years of professional environmental consulting experience, including management of environmental due diligence, investigation, remediation, permitting, natural resource, and/or regulatory-driven projects. Strong technical knowledge of NYC E-Designation projects, NYS Brownfield Cleanup Program projects, spill sites, and other New York City / New York State environmental regulatory programs. Demonstrated experience managing complex environmental projects, including scope, schedule, budget, staffing, subcontractors, technical deliverables, regulatory coordination, and client communication. Experience preparing and reviewing proposals, work plans, investigation reports, remedial action plans, closure documentation, permit applications, regulatory correspondence, and technical submittals. Strong client communication, client management, and client-service skills, with the ability to develop trusted relationships and support new work. Experience managing, mentoring, and developing environmental staff. Experience working with multidisciplinary teams and coordinating with contractors, drillers, laboratories, technical specialists, attorneys, developers, public agencies, and regulatory agencies. Strong verbal, written, interpersonal, and presentation skills. Highly motivated self-starter with sound professional judgment, strong problem-solving skills, and the ability to lead projects and teams in a fast-paced consulting environment. Experience supporting business development, proposal development, teaming efforts, RFP/RFQ responses, and/or professional networking. Working knowledge of environmental permitting processes related to development, infrastructure, remediation, natural resources, and construction projects. Active participation in professional organizations, industry groups, or market-facing activities. Valid driver’s license, clean driving record, and ability to travel to project sites and client meetings within the five boroughs and the NYC metropolitan area. Preferred Qualifications M.S. degree in Geology, Environmental Science, Engineering, Hydrogeology, Geochemistry, Ecology, Biology, Natural Resources, or a related field. New York State Professional Geologist, Professional Engineer, Professional Wetland Scientist, or other relevant professional certification. Demonstrated seller-doer experience, including client development, repeat work, proposal leadership and/or new revenue generation. Experience performing or managing wetland delineations, natural resource assessments, jurisdictional determinations, and related permitting efforts. Experience with federal, state, and local environmental permitting, including USACE, NYSDEC, NYCDEP, stormwater, wetland, waterbody, coastal, and natural resource permitting programs. Experience integrating wetland, permitting, remediation, redevelopment, and construction-phase environmental compliance requirements into project strategy, schedules, budgets, and client communication. Experience with in-situ remediation, engineering controls, vapor mitigation, soil management, groundwater remediation, and construction-phase environmental compliance. Experience interpreting hydrogeologic data, geochemical conditions, groundwater flow, contaminant fate and transport, and groundwater modeling. Established relationships within the NYC real estate, affordable housing, public agency, institutional, infrastructure, legal, wetland/permitting, natural resource, or redevelopment markets. Physical Requirements Ability to visit and oversee work at active construction, redevelopment, wetland, natural resource, and environmental project sites.
