SECURITY SPECIALIST

You will serve as a SECURITY SPECIALIST in the WARFIGHTING REQUIREMENTS AND ASSESSMENT (N8) Division of COMNAVSURFLANT.

Help

  • You will serve as the Government Special Access Program (SAP) Security Officer (GSSO), acting as the recognized authority and source of expertise for all SAP-related security matters.
  • You will Manage the implementation, oversight, and daily operation of Special Access Programs, ensuring the secure execution of highly sensitive classified programs.
  • You will Provide expert-level SAP support and authoritative policy guidance concerning specialized security procedures to all COMNAVSURFLANT staff, tenant commands, and both shore and sea-based units.
  • You will develop, direct, and oversee all command procedures for the handling, storage, distribution, accountability, and destruction of SAP classified and sensitive material.
  • You will ensure command-wide compliance with all SAP security policies and procedures for all briefed personnel.
  • You will conduct quality control inspections, staff assistance visits, security reviews, and prepare detailed certification reports for higher authorities.
  • You will perform investigations into the loss or compromise of SAP classified material, determine potential damage to national security, and implement corrective actions.
  • You will coordinate SAP-related activities with U.S. Fleet Forces, Combatant Commanders, Numbered Fleets, CNSP, and other Navy commands.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • The position will require a completed Single Scope Background Investigation (SSBI) for TOP SECRET with access to Sensitive Compartmented Information and Special Access Programs.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • A non-disclosure agreement must be signed and successful completion of polygraph examinations may be required on a recurring basis.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • MSP/PPP applicants must currently hold the required security clearance.
Qualifications

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience providing policy oversight and serving as the technical authority for the management of CNO Special Access Control Programs.
  • Experience governing security manuals, procedures, policy guidelines and regulations for special access and other related or unrelated specialized security programs.
  • Experience demonstrating a thorough knowledge of all security concepts, principles and practices to advise all supported commands and subject matter managers in new developments and advances in physical security techniques.
  • Experience applying policy direction to specific operating requirements and developing guidance for applying security policy, procedures, techniques, equipment and methods to a variety of work situations and various levels of security controls.
  • Experience communicating both orally and in writing to senior flag level military officers and equivalent civilian officials, conduct briefs, and prepare reports and correspondence.
  • Experience meeting and interacting with a variety of military, civilian and program management personnel in an independent role.
  • Preferred: Security Fundamentals Professional Certification (SFPC) and Certificates that show knowledge of this specific job.

Incumbent is required to perform the above duties at a variety of job sites within the commuting area. It is incumbent's responsibility to transport himself in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations. A valid driver's license is required.

This position requires that incumbent to perform temporary duty travel of approximately 20%.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
