Temporary Occupancy & Compliance Specialist
Location: NY, NY
Schedule: Monday-Friday, 8:00 AM-4:00 PM or 9:00 AM-5:00 PM - 35 hour work week
Pay Rate: $35-$38/hour, based on experience
Employment Type: Temporary; approximately 6 months - potential to be extend/convert

Position Overview

We are seeking an experienced Occupancy & Compliance Specialist to support affordable housing operations and ensure compliance with federal, state, and local housing regulations. This role is responsible for resident eligibility determinations, recertifications, rent calculations, regulatory reporting, inspections, and maintaining compliance for affordable housing programs including HUD, Section 8, LIHTC, RAD, and HPD-regulated properties .

The ideal candidate will have a strong understanding of affordable housing compliance requirements, exceptional attention to detail, and experience managing resident files, audits, and occupancy-related processes.

Key Responsibilities

Occupancy & Resident Recertifications

• Conduct initial, annual, and interim recertification interviews.
• Collect, review, and verify resident income, asset, and expense documentation.
• Determine resident eligibility and maintain occupancy compliance.
• Process move-ins, transfers, and other occupancy-related transactions.
• Maintain accurate resident records and documentation.

Compliance Administration

• Ensure compliance with HUD, Section 8, LIHTC, RAD, HPD, and other applicable housing program regulations.
• Maintain resident files in audit-ready and Management and Occupancy Review (MOR)-ready condition.
• Monitor compliance deadlines and reporting requirements.
• Support internal and external compliance audits and reviews.

Rent & Income Management

• Calculate household income, assets, and tenant rent accurately.
• Process annual and interim rent adjustments.
• Prepare and maintain HPD rent rolls and related compliance reports.
• Ensure accurate documentation of rent determinations and adjustments.

RAD & Affordable Housing Program Support

• Support properties undergoing or operating under Rental Assistance Demonstration (RAD) conversions.
• Maintain compliance with RAD occupancy, certification, and reporting requirements.
• Assist in meeting program-specific compliance obligations.

Documentation & Verification Processing

• Request, track, and process third-party verifications.
• Complete required eligibility and compliance documentation.
• Maintain organized, accurate, and up-to-date resident files and records.

Vacancy Management & Inspections

• Assist with applicant management through the NYC CAPS system.
• Coordinate and monitor Housing Quality Standards (HQS) inspections.
• Track correction of inspection deficiencies and maintain inspection records.
• Support unit turnover activities and vacancy management efforts.

Qualifications

Required Experience & Knowledge

• Strong knowledge of LIHTC, HUD, Section 8, and affordable housing regulations .
• Working knowledge of RAD conversion requirements .
• Experience with HPD compliance standards, rent rolls, and reporting requirements .
• Understanding of New York City, New York State, and Federal housing regulations.
• Experience preparing for and supporting compliance audits.

Technical Skills

• Proficiency with Microsoft Excel and Word .
• Experience using Yardi or similar property management software.
• Experience with NYC CAPS administration .
• Experience processing 610 rent increase requests and utilizing the HPD DTR system .
• Experience preparing HPD rent rolls and compliance reporting.
• Experience coordinating HQS inspections and managing related documentation.

Preferred Qualifications

• Experience with affordable housing lease-up activities.
• Experience working within mixed affordable housing portfolios.
• Familiarity with occupancy and compliance processes across multiple housing programs.
