Assistant City Engineer

Full-time Assistant City Engineer needed for a Taylorsville, UT area employer. PAY GRADE: 180 ($95,505 - $148,147 annually) FLSA STATUS: Exempt (salary) DEPARTMENT: Engineering REPORTS TO: Director of Engineering JOB SUMMARY Under general supervision of the Director of Engineering, and in coordination with the other Assistant City Engineers, manages Capital Improvement Projects to build and repair assets in the right‑of‑way, as well as manages the development review program. Represents the Greater Salt Lake Municipal Services District (the MSD) to City Council meetings and in interactions with cities, towns, and citizens. Supervises other engineers. MINIMUM EDUCATION QUALIFICATION Bachelor's degree from an accredited college or university in Civil Engineering or another closely related field; current State of Utah Professional Engineer (PE) license or, if licensed in another state, the ability to become licensed with six (6) months of hire, plus four (4) years of post‑license experience of which two (2) years managing increasingly complex projects or in a management capacity. Special Requirements Must possess a valid and unencumbered driver's license. Manages transportation and roadway capital projects, directing design, evaluating alternatives, and ensuring project delivery. Oversees consultant studies, design work, and construction inspection, including scopes, contracts, deliverables, and payment approvals. Prepares updates to the 5‑year and 20‑year Roadway and Storm Drain Capital Improvement Plans and related financial plans. Pursues Federal, State and county funding for Capital projects. Manages interlocal infrastructure agreements and coordinates with cities, agencies, contractors, and community groups to resolve issues. Oversees signal, sidewalk, bicycle, and traffic‑calming programs, including data collection, analysis, and cost tracking. Reviews development applications for transportation impacts and oversees traffic studies for circulation, capacity, level of service, striping, and signal timing. Supervises engineering design work, survey tasks, and drafting; manages survey crews and assists with survey equipment. Manages subdivision plan and plat reviews for compliance with ordinances and standards. Oversees preparation of plans and specifications for capital projects; manages bidding, bid openings, and project progress. Establishes consultant and contractor selection criteria; participates in selection, develops scopes, and approves pay requests. Reviews consultant work for accuracy and compliance; negotiates and administers contracts. Hires, trains, supervises, and evaluates engineering staff. Represents the MSD at public meetings, provides expert testimony, and resolves citizen concerns. Provides technical engineering expertise and develops solutions to complex engineering problems; prepares and recommends engineering standards. Manage increasingly complex projects with minimal oversight. Communicate clearly in both verbal and written forms. Organize and maintain records, analyze data, work on and track multiple assignments. Advanced software experience required including AutoCAD Civil3D, Bluebeam, ESRI ArcGIS Pro. Creative problem‑solving skills to gather relevant information to solve less well‑defined practical problems.
