Technical Writer - Editor

Summary This position is located within the Office of Business Oversight (OBO), Internal Controls Support Center (ICSC), also known internally as the Oversight Support Center (OSC), and reports directly to the Grants Management Office (GMO) Director. OSC provides structured review methodologies, analytical support, standardized monitoring tools, and training resources to strengthen recipient oversight and mitigate risks of fraud, waste, abuse (FWA), and noncompliance. Responsibilities The initial application review cut-off for this job announcement is 50 applications. The first 50 applications received will be considered first. Major Duties: Prepares reports developed by others for publication by making sure the material conveys what it is intended to say, is arranged logically, presents the facts to support the conclusions drawn, is in accordance with agency policy, and is written clearly and interestingly for the intended audience. Participate in development and collection of critical data for high-level projects such as congressional briefings, preparing presentations for VA and other agency executives, and validating the accuracy and validity of presentation material content. Independently develops comprehensive monitoring reports documenting reviews, assessments, performance evaluations, and compliance findings. Develop executive-level briefing materials, decision memoranda, dashboards, and summary analyses. Translates technical financial and regulatory information into concise, risk-focused communications tailored to senior leadership. Hands-on experience using generative AI tools (ChatGPT, etc.) for research, content creation, and quality assurance. Exceptional written communication skills with an obsessive eye for detail and formatting. Design and develop structured materials supporting OSC activities, including slide decks, facilitator guides, written reference materials, and scenario-based learning tools. Creates presentations in multiple formats tailored to varied audiences, including grant program staff, leadership officials, and technical review personnel. Performs in-depth analytical review of monitoring documentation to evaluate logical consistency, regulatory interpretation, evidentiary sufficiency, and clarity of risk statements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants MUST meet the following Individual Occupational Requirements: Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. OR Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications. AND In addition to the Individual Occupational Requirements, you MUST also meet the GS-13 specialized experience requirements. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of, and high-level expertise in, writing and editing Knowledge of Federal government and VA regulations and policies affecting government publications General knowledge of the theories, principles, concepts, and practices of accounting, auditing, and Federal financial assistance. Experience creating and editing reports, letters, memos, correspondence, email, presentations, etc., to professional standards. Develop executive-level briefing materials, decision memoranda, dashboards, and summary analyses. Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
