ABOUT OURCARE

OurCare In-Home Health Services is a multi-state provider of in-home health, private duty nursing, and personal care services. Our care coordination teams are the operational backbone of the organization — the people who make sure every client is matched with the right caregiver, every schedule holds, and every service hour is delivered as promised. We are growing, and we are looking for a hands-on operations leader to run that engine.

POSITION SUMMARY

The Operations Manager holds dual departmental oversight, leading both the Care Coordination Department and the Recruitment Department. On the coordination side, the role oversees the Client Service Coordinators responsible for client scheduling, caregiver matching, and day-to-day service delivery. On the recruitment side, it oversees the caregiver hiring pipeline — from job requisition through orientation-ready hand-off — ensuring caregiver supply keeps pace with client demand.

Both departments are managed under the same standard: the Operations Manager sets the process, builds and develops the team, owns the departmental budget and key performance metrics, and is accountable for results. Because the two functions are directly interdependent — open cases cannot be staffed without caregivers, and caregivers cannot be retained without hours — unified leadership across both is central to this role.

CARE COORDINATION DEPARTMENT OVERSIGHT

• Team Leadership. Lead, mentor, and motivate a team of care coordinators to deliver exceptional care coordination services. Recruit, train, and manage Client Service Coordinators.

• Client Care. Oversee the development and execution of care plans, ensuring client needs are consistently met and exceeded.

• Operational Improvement. Identify operational inefficiencies and work with the team to recommend, develop, and implement new policies and procedures.

• Financial Management. Develop, propose, and manage the Care Coordination Department fiscal budget. Develop, review, issue, and analyze financial budgets, key metrics, and reports. Participate in maintaining balance between revenue growth and operational efficiency.

• Performance Metrics. Track and report on key performance indicators — including recruiting and patient referral conversion rates — and make data-driven decisions that support stable growth.

• Compliance. Ensure the team adheres to all relevant regulations, licensing requirements, and company policies, including applicable state and federal Department of Health and Human Services regulations and state and federal labor laws.

• Quality Assurance. Implement and maintain quality assurance processes to continuously monitor and improve the quality of care provided. Develop, implement, and oversee the patient and caregiver satisfaction program.

• Communication. Foster effective communication and collaboration among the Care Coordination team, caregivers, and other departments.

• Staff Development. Provide ongoing training and professional development opportunities for care coordination staff.

• Growth. Observe market trends and opportunities and support the implementation of new lines of business.

• Problem Solving. Identify and resolve operational challenges proactively.

RECRUITMENT DEPARTMENT OVERSIGHT

The Operations Manager applies the same leadership, accountability, and reporting standards to the Recruitment Department as to Care Coordination.

• Team Leadership. Lead, mentor, and manage the recruiting staff responsible for sourcing, screening, and qualifying caregiver applicants. Recruit, train, and manage recruiting personnel.

• Pipeline Ownership. Own the caregiver recruiting pipeline end to end — requisition strategy, applicant response times, and advancement of candidates to orientation-ready status — and ensure hiring volume keeps pace with client demand.

• Systems & Process. Oversee use of the applicant tracking system (Apploi), maintain requisition accuracy and hygiene, and standardize the steps between application and orientation.

• Compliance. Ensure applicant documentation, credentialing, and pre-hire requirements are complete and accurate before hand-off to the Compliance Department for orientation.

• Quality Assurance. Monitor source quality, orientation attendance, early-tenure retention, and fall-off rates, and adjust sourcing strategy based on what the data shows.

• Performance Metrics. Track and report recruiting KPIs including applicants per requisition, time-to-orientation, orientation-to-first-shift conversion, and cost per hire.

• Budget Management. Manage the recruiting budget, including job board spend, advertising, and referral incentives.

• Cross-Department Coordination. Partner with Care Coordination and Business Development so that caregiver supply is aligned with open cases, territory growth, and service-area demand.

• Staff Development. Provide ongoing training for recruiting staff on sourcing, screening, and candidate experience.

QUALIFICATIONS

Required

• Three (3) or more years of supervisory or management experience in home care, home health, healthcare operations, or a comparable service-delivery environment, including experience overseeing more than one function or team.

• Demonstrated experience leading, coaching, and holding accountable a team of coordinators, schedulers, or similar operational staff.

• Direct experience with high-volume recruiting, staffing, or talent acquisition, ideally for hourly or field-based workforces.

• Working knowledge of state and federal healthcare regulations, licensing requirements, and labor law as they apply to home care operations.

• Experience owning or contributing to a departmental budget and reporting on operational KPIs.

• Strong proficiency with scheduling, EMR, or workforce-management platforms and with Microsoft Office (Excel in particular).

• Excellent written and verbal communication skills and sound judgment under pressure.

Preferred

• Bachelor’s degree in healthcare administration, business, nursing, or a related field.

• Direct experience with HHAeXchange, Apploi, or comparable home care scheduling and applicant tracking systems.

• Familiarity with Medicaid, managed long-term care (MLTC), or private-pay home care billing and authorization workflows.

• Prior experience building a department or scaling a coordination or recruiting team through a period of growth.
