Senior IT Project Manager

Under the general supervision of the Salt River Pima-Maricopa Indian Community (SRPMIC) Information Technology (IT) Department’s Assistant IT Director (PMO & Applications), the Senior IT Project Manager is responsible for the successful completion of all IT projects. Works with the IT department staff and clients to complete assigned implementations of new IT systems and/or system upgrade projects. Guides IT resources towards ultimate client business solutions and assumes a leadership role in ensuring proper project planning, resources scheduling, project budget management, project evaluation and client satisfaction. This job class is treated as FLSA Exempt. Essential Functions Project Management Serves as project manager on multiple concurrent complex projects. Utilizes and strictly follows the approved SRPMIC project management methodology. Ensures methodology is followed by entire project team. Communicates effectively to all levels of the organization. Takes ownership of project budget and schedule. Tracks project expenses and staff hours worked weekly. Prepares monthly status reports and presents project status reports to customers, sponsors, management and administration. Commits to a quality project. Leads a project team composed of IT staff, internal customers and consultants. Facilitates the advancement of the project through various phases of project implementation. Analyzes projects to ensure conformance with Community and IT strategic plans. Seeks opportunities to improve original project intent. Resolves the most difficult problems and conflicts, both technical and not technical. Ensures that project progress, assumptions, scope changes, issues and risks are appropriately documented and addressed. Utilizes change management best practices including organizational readiness, stakeholder analysis, and change communications in order to improve project success and post-implementation customer adoption. Develops contracts and manages the contract process for projects. Procures and accepts project related equipment, software and any other required purchases for the IT and customer department. Manages scope and works with stakeholders to discuss trade-offs and risks of changing scope. Leadership Continually seeks to further group empowerment and conflict resolution. Functions as a unit team leader to assist in coordinating work and developing functional and technical team leads. Organizes and manages interdepartmental activities to maintain project status and schedule. Personifies leadership and promotes shared responsibility amongst teams. Resolves problems, manages the consultant selection and management process, reviews deliverables and prepares project status reports for project sponsors, management and Tribal Government Administration. Listens and communicates effectively with a diverse group of people. Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints. Champions continuous improvement efforts within the PMO division, Information Technology department, and the Community. Operational Effectiveness and Efficiency Responsible for ensuring adherence to established project management standards by project management staff and meeting established project performance metrics. Thinks creatively and is driven by opportunities to continually improve. Looks for opportunities to address customer needs. Seeks approaches that maximize current applications and resources. Ensure efficient and effective procedures are utilized. Demonstrates continuous effort to improve operations, decrease turnaround times and streamline work processes. Works cooperatively to provide quality seamless customer service. Recognizes and champions potential areas where existing policies and procedures require change, or where new ones need to be developed. Mentorship & Training Mentors Project Manager II and I to attain the technical and business skills necessary to perform independently and attain further career progression goals. Mentors SRPMIC staff and vendors on established project management methodology. Provides training on project management methodologies, MS Project, communication, leadership, and other needed training to all SRPMIC staff, customers, and vendors. Miscellaneous/Other Duties Performs other IT job related tasks as assigned by the IT Director, Assistant Information Technology Director (PMO and Applications), or Project Management Manager. This position is required to be the ultimate team player. Significant flexibility, including the ability to embrace change, is required. Knowledge of project organization and management including monitoring time and dollar expenditures for tasks performed. Knowledge of IT management Best Practices. Knowledge of IT Project Management including project design, cost estimates, deliverables, design review, design reports and project status reports. Knowledge of Project Management Methodologies such as Waterfall and Agile. Skill with verbal and written communication. Skill with Business Process Re-engineering. Skill processing data into action plans and directives to meet objectives. Skills presenting technical concepts to non-technical executive staff. Skill developing process and procedures. Skill setting IT goals and objectives. Skill with project management including design, implementation planning and documentation. Skill with scheduling applications such as Microsoft Project and Microsoft Project Server. Skill with process flow modeling with applications such as Microsoft Visio. Skill establishing and maintaining effective working relationships with co-workers, users and vendors. Skill with industry leading project management tools. Ability to execute directives and strategic plans to meet projected goals. Ability to mentor staff. Ability to work with, and manage, consultants and vendors. Ability to function as an IT team lead. Ability to develop Requests for Proposal (RFP), establish evaluation criteria and select qualified vendors. Ability to use Microsoft Project 2010. Ability to use Microsoft Word, Excel, and PowerPoint 2010. Ability to use Microsoft SharePoint 2007/2010. Education & Experience A Bachelor’s degree from an accredited university or college in Information Systems/Technology, Management of Information Systems, Computer Science or compatible discipline required. Seven (7) years’ experience in a computer related industry required including experience in the following areas required: Five (5) years working in an IT environment assessing end‑user requirements for IT equipment and application systems. Five (5) years Project Management experience. Three (3) years supervisory experience. Professional Project Management (PMP) Certification desired. Equivalency Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered. May be required to complete a Salt River Police Department (SRPD) background check and polygraph examination. May be required to receive and maintain a Salt River Pima-Maricopa Indian Community, Community Regulatory License and State Certification (ADOG).
