Environmental Analyst 2 (35 Hour)

Position Overview Environmental Analyst 2 – Drinking Water State Revolving Fund (DWSRF) Technical Assistance Program, Hartford. The role delivers technical assistance and outreach to small public water systems, helping them navigate the DWSRF application process and access available funding. It also develops clear, user‑friendly materials and supports program improvements. Schedule Full‑time, 1st shift, 35 hours per week. Flex schedule and potential telework after the working test period, consistent with State policy. Key Responsibilities Provide direct technical assistance to small public water systems by guiding them through the DWSRF application process and explaining requirements in clear, practical terms. Develop and maintain fact sheets, guidance documents, FAQs, and presentations that translate complex regulatory and technical information into accessible, user‑friendly materials. Conduct outreach and engagement activities, including workshops and calls, to identify system needs and provide actionable guidance on funding eligibility and next steps. Coordinate with engineering, fiscal, program, and communications staff to ensure consistent, accurate information and alignment across technical assistance efforts. Identify gaps in program materials and processes, recommend improvements, and maintain accurate records of technical assistance and outreach activities in accordance with program requirements. Perform related duties as assigned. Qualifications Experience and Education Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs. College training in a scientific or technical discipline related to the environmental field (e.g., biological, earth, physical sciences, environmental planning, environmental law, economics, leisure services, GIS, geography, natural sciences, or natural resources) may be substituted for a maximum of 4 years of experience. A master’s degree in a related field may be substituted for up to 5 years of experience (total substitution limited to 5 years). For state employees, one year as an Environmental Analyst 1 may be substituted for the experience requirement. Preferred Skills Experience translating complex regulatory, technical, or funding requirements into clear, plain‑language guidance for non‑technical audiences. Experience working with public water systems, municipalities, or environmental/public health programs. Experience developing written materials such as fact sheets, FAQs, guidance documents, and presentations. Experience conducting outreach, training, workshops, or stakeholder engagement activities. Experience navigating and explaining funding programs, applications, or government processes. Experience maintaining organized records and documentation in accordance with program or regulatory requirements. Experience collaborating across multidisciplinary teams and contributing to process or program improvements. Special Requirements May be required to travel. May be required to possess and retain a valid Motor Vehicle Operator’s license.
