Supervisory Contract Specialist

Duties As the Director of Contracts, you will be responsible for duties to include, but are not limited to: Provides leadership for the agency's worldwide acquisition program to ensure mission accomplishment through an efficient, effective, and customer-friendly program. Develops the agency's overall acquisition strategy for the implementation of its acquisition program. Reviews, analyzes, and/or interprets procurement policies, concepts, guidance, or procedures for use in the solution of problems or the accomplishment of agency projects and programs. Ensures comprehensive research and analysis are performed as necessary and develop procurement policy or in response to procedural questions. Provides advice on appropriate procurement methods and procedures. Analyzes a variety of contracting policy issues/problems and identifies alternative courses of action and resource requirements. Duties are largely leadership and managerial. However, in especially difficult or sensitive situations, the incumbent will negotiate, execute, evaluate, administer, analyze, advise on, and/or terminate contracts, grants, assistance agreements, and settlements for the worldwide procurement of supplies, services, and other acquisitions for the agency. Supervises a staff of employees to accomplish the functional work of the office. Exercises supervisory authorities and responsibilities involving work assignments, prioritization, and the review of the office's work products (i.e., contracts, grants, leases, agreements, etc.) Advises Contracting Officers and/or requesting Program Offices on contractual positions about which there are conflicting options or interests. Responsible for implementing cost effective techniques to support the agency's acquisition program and the expenditure of all resources to assure that the Program's results are fully consistent with the established agency goals, missions or objectives at the facility installation for which the procurement is performed. Provides analysis and advice on financial matters as they involve contracts or procurements, to senior agency program/project officials, managers, and resource administrators. Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history. This position is not covered by a Union Agreement This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period. If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report). The full performance grade level for this position is GS-15. If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service. This position is under review for inclusion in Schedule Policy Career Qualifications Basic Qualifications For the GS-15 grade level: Bachelor's degree from an accredited educational institution -AND- at least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below. Specialized Experience Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience includes: Experience planning, directing, coordinating, and managing complex contracting and procurement initiatives; and Experience evaluating contracting policies, procedures, and processes for compliance with Federal contracting and procurement laws, rules, and regulations; and Experience monitoring overall strategic policy and program effectiveness of agency-wide contracting activities; and Experience facilitating training, coaching, teambuilding, employee engagement, and/or providing recommendations for employee development.

REQUIRED CERTIFICATION

The incumbent of this position is required to obtain and maintain a Federal Acquisition Certification in Contracting (FAC-C) at the Level III for positions at the GS-13 and above issued by the Federal Acquisition Institute (FAI) within the first two years of employment. The agency will consider candidates possessing DoD's equivalent certification issued in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA) and candidates holding a similar industry certification. Education A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You are strongly encouraged to submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades). Best Qualified Category-Applicants possessing experience that substantially exceeds the minimum qualifications of the position, a numeric rating of 90 and above.
