Alameda County Health, Housing and Homelessness Services, is recruiting for a *provisional appointment:

PROGRAM SERVICES COORDINATOR

$111,446.40-$135,449.60 Annually

This is provisional-project recruitment.

*Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.

*Project positions are generally for a specific, limited duration. Projects can last for five years but may be shorter depending on the project. Newly hired incumbents in project positions do not qualify for retirement.

This position requires CA residency. After satisfying a training period, an Alternative Work/hybrid schedule will be offered.

About Us

Housing & Homelessness Services works to build a robust, integrated, and coordinated system for housing and homelessness services and acts as the County’s point of contact on homelessness strategic planning and program development. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness.

H&H operates within Alameda County Health and alongside other County agencies and departments, as well as cities, community-based organizations, and other Continuum of Care partners. Housing & Homelessness Services oversees Coordinated Entry and System Access services, the Homeless Management Information System (HMIS), and works with 50+ providers across more than 145 contracts to provide comprehensive crisis response/diversion, interim, and permanent housing services throughout the County’s homelessness response system. Health Care for the Homeless (HCH), which also sits within Housing & Homelessness Services, is a federally designated health center program offering medical, mental health, dental, optometry, pharmacy, and case management services.

THE POSITION

Under general direction, to coordinate the services available for specific target groups in Alameda County with particular reference to social services, health services, probation, research and development services, and services dealing with information and referral, transportation, and escort; and to do related work as required.

Distinguishing Features:

Incumbents of this class serve as liaison between the County and community organizations providing interim housing and shelter programs across Alameda County serving adults, families, and youth experiencing homelessness, including specialized sites for medically fragile adults and households fleeing domestic violence. Incumbents will support all aspects of the shelter operations including but not limited to contracting, budgets, invoices, deliverables, quality assurance, technical assistance, and monitoring. The PSC will work within the Interim Housing and Shelter Programs (IHSP) team, and act as coordinator with internal and outside agencies and community resources. This position requires project management, analytical, interpersonal, and organizational skills, as well as decision making skills, initiative, implementation of new programs, and professionalism. The PSC maintains adherence to service and County best practices for the provision of homelessness programs, able to identify gaps, and apply solutions.

Major Tasks, Duties and Responsibilities:

NOTE : The following statements reflect the general duties considered necessary in order to describe the principal functions of the Program Services Coordinator (PSC) on the Interim Housing and Shelter Programs (IHSP) team in the Housing and Homelessness Services (H&H) department and shall not be considered as a detailed description of all the work requirements that may be inherent in the job. The IHSP team is responsible for administering more than 20 contracts for the provision of Interim Housing Shelters throughout Alameda County. The team is also the convener for shelters and the medically enhanced interim housing regardless of the funder. The staff facilitates a learning collaborative of shelter providers, participates in regular on-site meetings, implementing the updated shelter standards, and ongoing program monitoring at all levels.

  1. Monitor and evaluate a portfolio of IHSP including contracting, budgets, spending trends, quality assurance, accountability, and performance management.
  2. Consistently leads the development, implementation, and oversight of Alameda County’s IHSP programs including adherence to and implementation of policies and procedures, providing technical assistance to staff.
  3. Effectively convenes and engage in person and virtually with providers and community members and identify additional resources for the enhancement of services and coordination across the homelessness system of care.
  4. Self-starters, demonstrated ability to prioritize responsibilities, team oriented and can meet due dates while managing multiple projects.
  5. Convenes and leads Learning Communities with contractors, community partners and homelessness services across the system of care in person and virtually.
  6. Perform other duties as required.

PROGRAM SERVICES COORDINATOR

MINIMUM QUALIFICATIONS

EXPERIENCE:

The equivalent of six years of experience in a human services field, including one year of experience performing duties involving community liaison or outreach functions or multi-program coordination function.

(A bachelor's degree in sociology or a closely related field may be substituted for the equivalent of four years of the required general experience. A master's degree in Social Welfare or a closely related field may be substituted for an additional year of experience).

LICENSE:

Possession of a valid California Motor Vehicle Operator's license.
