NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP). Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee. PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. Qualifications: Minimum of 15 year(s) of experience in Federal realty specialist related work OR BA/BS Degree in Realty, Law, Environmental studies/cleanup Thorough knowledge of real estate transaction procedures, laws, regulations, and practices (Federal) associated with the acquisition of real property by Federal agencies. Experience required with Windows, MS Word, MS Excel Duties: Provides realty support and assistance to NPS Regional Realty Officer(s), WASO Land Resources leadership, and/or regional realty specialists with a focus on realty management and right-of-way permitting for the National Park System and maintenance of accurate and complete records. The enrollee will not perform inherently governmental work. Works with all regions to support the development and application of innovative solutions to solve difficult and complex realty management and permitting issues and assisting in the development acquisition of rights-of-way. 70% Reviews MLC/MDL system information for completeness and accuracy of records. Collects and inputs data into the Master Lands Console (lands record database). Prepares reports from MLC and from Lands data. Reviews land records and files for accuracy and completeness, prepare realty files for retirement. Prepares land acquisition case files for retirement in compliance with requirements, NPS procedures and policy. 5% Gathers documents and prepares thorough, complete requests for final title opinions to be submitted to the DOI, Solicitor?s office. 5% Reviews title evidence for sufficiency and proposes actions necessary to cure/clear title, resolve title issues. Drafts technical procedures required to vest valid title in the United States by purchase, donation or exchange, including preparation of all necessary documents. Reviews legal descriptions for properties to be acquired for accuracy. 5% Research acquisition authority, determine any legislative or monetary ceilings, limitations on land acquisition for specific park unit. 5% Research various public records to obtain data to maintain current land ownership information. Realty/land management responsibilities include; boundary and encroachment resolution, easements, reserved interests, landownership claims, research to resolve specific issues, assistance with soliciting willing sellers through phone/letter campaigns, and land records maintenance. 10% Other: Physical requirements: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
