As Finance Director, you will serve as one of the City's key executive leaders, providing strategic financial leadership across the organization and helping position Fountain Valley for continued fiscal strength and long-term sustainability. The ideal candidate will bring demonstrated experience with municipal debt financing and the issuance of bonds to support capital improvement projects. The ability to evaluate financing alternatives, work effectively with financial advisors and bond professionals, communicate complex financial concepts to decision-makers, and ensure that debt strategies align with the City's long-term financial objectives will be highly valued.

Qualification Guidelines EDUCATION:
Bachelor's degree from an accredited four-year college or university with major coursework in finance, accounting, business, public administration, or a related field. A master's degree in a related field is highly desirable. EXPERIENCE:

Note: In 2026, the pensionable compensation limit for Classic Members is $360,000 (pursuant to IRC section 401(a)(17)). This limit is adjusted on an annual basis. For both Classic and PEPRA Members, the City contracts for the three-year average for final compensation, a 2% Cost-of-Living adjustment in retirement, and service credit for unused sick leave. The City also contracts for the Fourth Level Survivor Benefit ($2 per member per month). Please refer to Resolution No. 9924 for additional CalPERS contract provisions. Health Insurance: The City pays the full medical and dental premium for coverage selected for employee and eligible dependents. - Non-Safety New Members are enrolled in the 2% at age 62 retirement formula and pay a contribution rate of 50% of the total normal cost of the PEPRA member benefits for their retirement pension. New hires will receive a prorated amount based on their start date. There is no cash out of Administrative Leave. Wellness/Fitness: A reimbursement up to $500 per fiscal year with proof of eligible membership, purchases, and services. Uniform Allowance: The Chief of Police will be provided a uniform allowance of $2,200 per year in equal installments over the course of the calendar year. The Fire Chief will be provided $2,000 per year in equal installments over the course of the calendar year. Cell Phone: The City provides a cell phone for business use. City Vehicle: A City-provided response vehicle, which may be used for transportation between the City and home and for official work-related business, will be provided to the Chief of Police and Fire Chief. Employee will be subject to IRS rules for personal vehicle use. Tuition Reimbursement: Eligible employees may receive up to $3,000 per fiscal year for actual tuition expenses. Employee Assistance Program (EAP): The City provides a confidential, no-cost Employee Assistance Program (EAP) to help you and your household members navigate personal challenges. This third-party service offers support for personal counseling, financial guidance, legal advice, and more. Social Security: City employees are not covered under the provisions of Federal Social Security (OASDI); therefore, they are not required to contribute 6.2% of salary towards Social Security. Medicare: Employees contribute 1.45% to Medicare. At-Will Employment: Employment with the City is on an at-will basis. This means either the employee or the City may end the employment at any time, with or without cause or notice. Fair Labor Standards Act (FLSA): This position is exempt under the FLSA and not eligible for overtime.
