Affordable Housing Assistant Community Manager

The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. As the Assistant Community Manager, you will play a vital role in the delinquency and collection of rent to optimize the property's cash flow and financial position. You will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration and risk management in the absence of the Community Manager. As an on-site leader, you will supervise all aspects of the property and staff to ensure compliance with the company's policies, safety and fair housing guidelines, and liability concerns. Financial Management Responsible for posting all payments and income received from all applicants, current residents, and non-current residents accurately, timely, and efficiently. Responsible for processing and reconciling daily all account receivables. Monitor and follow up on bad debt to include preparation of late notices, resident and guarantor contact, and filing evictions. Help the property meet budgeted revenues, expenses, and Net Operating Income. Post all charges to resident and non-current resident accounts, including bill-back of utilities where applicable. Complete all end-of-month closing procedures and reporting. Maintain accurate and organized records; audit resident files to ensure accurate records. Walk units and post all move-out charges, statements, and security deposit refunds. Personnel Management Regular/daily onsite attendance is required. Screen, hire, train, coach and develop onsite staff using consistent techniques and company directives. Ensure staff effectiveness through ongoing training, coaching, counseling and guidance in compliance with Asset training benchmarks. Promote harmony and quality job performance of staff through support and effective leadership. Ensure staff compliance and consistency with company policies and procedures. Strategic leasing management: ensure effective leasing techniques, closing, follow-up, signing and documentation of leases, and accurate reporting. Implement marketing strategies and systems as put in place by the annual marketing plan. Deal with resident complaints, concerns and requests to ensure resident satisfaction. Develop and implement resident retention programs (e.g., resident functions, special promotions, monthly newsletter). Effectively show, lease and move in prospective residents. Administrative Management Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff. Maintain property appearance and ensure repairs are noted and completed on a timely basis (regular property inspections and tours required). Assist with supervision of all business functions related to operations. Plan for and utilize property resources, equipment, and supplies economically (e.g., obtaining bids, pricing from vendors, and handling inadequate service). Preferred Qualifications Minimum of 1 year experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA – Rural Development (515), HCD, HOME Funds and Bonds). Affordable housing accreditation (HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs is preferred but not required. Requirements High School Diploma or Equivalent; Bachelor’s degree preferred or two years experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience. Ability to understand and perform all onsite software functions; basic computer skills required. Must have basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Permanently required to remain in stationary position, often standing or sitting for prolonged periods, communicating with others, repeating wrist, hand, and finger motions, assessing accuracy, neatness and thoroughness of the work assigned. Frequently required to move about to accomplish tasks or move from one worksite to another. Occasionally required to ascend/descend ladders, stairs, scaffolding, ramps, step stools; move self into different positions; work in overhead positions; reach; adjust or move objects up to 25 lbs in all directions; lift and place objects up to 25 lbs; operate machinery or power tools, operate motor vehicles and/or golf carts; identify and inspect objects; work overtime, weekends, night hours (emergencies); work in small and/or enclosed spaces; traverse flat and non-flat terrain; work in extremely low or high temperatures; work in outdoor environments such as precipitation and wind; be exposed to hazardous chemicals.
