Senior Project Manager - Water/Wastewater

Senior Project ManagerRRP Consulting Engineers is seeking a Senior Project Manager to lead water and wastewater projects out of our Houston office. This role carries direct responsibility for water and wastewater utility projects serving public, private, and municipal utility district clients — including water and wastewater pipelines, lift and pump stations, chemical dosing systems, ground storage and elevated reservoirs, and associated rehabilitation and capital improvement programs. You will own these projects from proposal through construction close-out, as the senior technical authority and the primary client relationship.Our roots go back to 2000, and we have built this practice on repeat clients who call us by name. The engineer in this seat works directly with MUD boards, city staff, and district operators — no account layer, no handoff. If you have been carrying the technical and client load without holding the relationship, this is the role where you hold it.What You Will DoProject deliveryLead project delivery as Project Manager, accountable for technical design, project financial performance, scope and schedule management, project staffing, and quality control.Lead and oversee the design and technical work of the project team, including detailed engineering design and calculations, report writing, permitting, and client presentations.Oversee development of construction documents, including plans and technical specifications.Develop engineering cost opinions, technical memoranda, and design reports.Direct coordination among project stakeholders, subconsultants, contractors, and internal teams to achieve project milestones.Ensure compliance with the company's Quality Assurance policies and procedures.Oversee construction phase services to ensure work is completed in accordance with the contract documents, on time and on budget.Client and business ownershipPrepare proposals, scopes, fee estimates, budgets, and client agreements.Write responses to client RFQs and solicitations.Build and maintain direct relationships with clients, municipal utility district boards, public agency officials, and community leaders.Track and report on project financial performance, and partner with firm leadership on business development and client growth.Team developmentSupervise, coach, and mentor engineers, EITs, and designers in water/wastewater project delivery.Collaborate with multidisciplinary teams across RRP office locations.What You Will NeedBachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.10+ years of water and wastewater engineering experience, including pipelines, pump and lift stations, chemical dosing systems, and reservoirs — with at least 3 years managing projects and project teams.Professional Civil Engineer license in the State of TexasExperience developing construction documents, engineering cost opinions, technical memoranda, and design reports.Experience supervising engineering personnel in water/wastewater project delivery.Demonstrated ability to build and hold client relationships, including with municipal utility districts and public agencies.Strong written and verbal communication skills, including proposal writing and client presentations.Valid Texas driver's license and an insurable driving record.PreferredMaster's degree in Civil or Environmental Engineering.Established relationships with Houston-area MUDs, cities, or utility districts.Experience serving as Engineer of Record for MUD or LID clients.Experience with TCEQ permitting and regulatory coordination.Experience with wastewater treatment plant design or rehabilitation.Experience with funded programs such as TWDB SWIFT/CWSRF/DWSRF.Active involvement in professional associations and civic organizations.BenefitsOur comprehensive compensation package includes full-time employment, company-paid medical, dental, and vision coverage; life insurance, short- and long-term disability insurance, and paid pregnancy disability leave; 401(k)/Roth with company match; paid time off; and employee referral and professional license bonuses.
