Finance Manager, Tricare Overseas Program

The TRICARE Overseas Program (TOP) Finance Manager leads the financial management, forecasting, reporting, compliance, and overall financial performance of the program. Reporting to the U.S. Government Services CFO, the Finance Manager serves as the primary finance business partner to program operations, providing financial oversight and strategic guidance for a complex U.S. Government contract operating across multiple countries, legal entities, currencies, and time zones. The TRICARE Finance Manager provides end-to-end financial leadership for the program, with accountability for financial analysis, forecast integrity, cash flow management, and operational KPI reporting. The Finance Manager develops actionable recommendations that support program performance, profitability, and EBITDA while ensuring compliance with contractual requirements and applicable U.S. Government regulations. The role requires expertise in U.S. Government contracting, the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Truthful Cost or Pricing Data requirements, and government cost accounting principles. The successful candidate must be capable of leading in a complex international program environment, resolving significant business and financial challenges, and influencing stakeholders across finance, operations, accounting, contracts, legal, and executive leadership. The ideal candidate will bring a strong foundation in Program Finance, Program Controls, or Business Management within the U.S. aerospace and defense industry and be capable of applying those disciplines within a global U.S. Government healthcare services environment. The role requires experience in Estimates at Completion (EACs), financial forecasting, program cost controls, profitability and variance analysis, cash flow planning, and risk and opportunity management. Experience supporting international operations and partnering with Treasury on foreign exchange exposure is preferred. The Finance Manager will serve as a trusted finance business partner to TRICARE program leadership, driving financial performance while supporting International SOS’s mission of delivering high-quality healthcare services to U.S. military beneficiaries around the world. The Finance Manager will work directly with the U.S. Government Services CFO and Controller to strengthen financial controls, improve operational effectiveness, enhance reporting and business processes, and support EBITDA performance. The role requires a highly autonomous leader capable of operating effectively across a geographically dispersed organization. The Finance Manager will also support the U.S. Government Services CFO in proposal development and other strategic initiatives, ensuring compliance with FAR, CAS, Truthful Cost or Pricing Data requirements, and customer-specific contractual obligations while contributing to the continued growth and mission success of the International SOS Government Services business. Key Responsibilities Build strong partnerships with the SGS CEO, SGS functional leadership, and TRICARE Overseas Program medical and operations leadership Manage, mentor, and develop a geographically dispersed team of TRICARE Overseas Program financial analysts, ensuring recurring program deliverables and ad hoc analyses are completed accurately and on schedule Partner with the U.S. Government Services Controller and Accounting team to ensure general ledger accuracy and completeness, to include implementing opportunities for improvement of financial close and reporting processes Track, analyze, and report all TRICARE Overseas Program P&L activity across relevant legal entities and sub-locations, providing timely variance analysis and actionable insights at the contract, function, and cost-center levels Lead the development and maintenance of program Estimates at Completion (EACs), incorporating actual performance, operational forecast assumptions, cost trends, and quantified risks and opportunities Support the Accounting organization with required accruals, account balance analysis, cost center coding for routine and non-routine transactions, and resolution of program accounting matters Provide financial and operational performance analysis and executive-level commentary covering contract profitability, rolling forecasts, cost trends, headcount, balance-sheet activity, capital expenditures, working capital, and cash flow Partner with the Government Services FP&A Director on bid and proposal activities and contract-modification pricing, including contract negotiations, cost or pricing data submissions, and support for DCAA audits and other government compliance reviews Support the mobilization of new contract awards and modifications and ensure that costs are tracked in compliance with the SGS Disclosure Statement and contractual terms Assist the U.S. Government Services CFO and Controller in implementing and communicating FAR and CAS compliant processes, process documentation, and financial reporting Required Skills and Knowledge Demonstrated success in advanced financial modeling and analysis including annual budget, rolling forecast, capital budgeting, and long-term strategic planning Advanced Microsoft Excel skills and experience with data-intensive financial analysis Experience supporting multiple U.S. Government contract types, including Firm-Fixed-Price, Cost-Reimbursement, and Time-and-Materials arrangements Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and U.S. Government cost accounting requirements Strong understanding of Generally Accepted Accounting Principles (GAAP) and their application to program financial management within the U.S. Government contracting and international business environments Build partnerships with internal stakeholders and peers in accounting and finance Highly analytical, with proven ability to manage and analyze large amounts of data Strong communication and presentation skills Ability to work independently and find creative solutions to challenges Comfortable with tight deadlines and a fast-paced environment Flexibility to adapt to changing business priorities and requirements Required Work Experience 8+ years of progressive experience in Program Finance, Program Controls, Business Management, FP&A, or government contract finance within the U.S. aerospace and defense industry Experience supporting large, complex U.S. Government contracts with annual revenue exceeding $50 million and operations across multiple locations, legal entities, currencies, or geographic regions is strongly preferred Demonstrated experience managing the financial performance of U.S. Government contracts including EAC development, forecasting, variance analysis, implementing cost controls, and risk and opportunity management Experience partnering with corporate Treasury teams on foreign bank account management and foreign exchange hedging is preferred Required Qualifications Bachelor’s degree in Finance, Accounting, Economics, or a related field Ability to obtain and maintain a U.S. Government security clearance, if required Desired Qualifications CPA, MBA, or related advanced degree Required Languages English Travel / Rotation Requirements Domestic and international travel of approximately 10% to 20% #J-18808-Ljbffr International SOS group
