Claims Analyst

JOB OVERVIEW Provide services and support as a Construction Claims Analyst within the Construction Engineering & Monitoring Support swim lane. The role delivers bankable, technically defensible Independent Engineering advisory services that convert discipline‑specific engineering, construction, compliance, operating, commercial, and risk findings into lender‑ready outputs. Work supports the U.S. Department of Energy Loan Programs Office (LPO) and its Energy Dominance Financing (EDF) program, primarily on the U.S. energy infrastructure sector including oil, gas, power, utilities, and large‑scale projects. RESPONSIBILITIES AND DUTIES Perform construction claims, change‑order, delay analysis, entitlement, and cost impact reviews for EDF projects. Evaluate project documentation, assess technical and commercial interfaces, identify risks and mitigations, and validate assumptions. Prepare defensible work products such as claim files, schedule impacts, contract notices, cost backup, and dispute‑avoidance documentation. Coordinate with engineering, finance, legal, construction, operations, environmental, HSE, and project control stakeholders to support lender and DOE decision‑making. Engage in data‑room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, and risk register updates. QUALIFICATIONS 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience. Demonstrated work on oil and gas, power, utilities, or large‑scale infrastructure projects for owners, lenders, independent engineers, or federal clients. Bachelor’s degree in engineering, environmental science, construction management, business, risk management, finance, or related field. Preferred certifications: PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI‑RMP. SKILLS REQUIRED Independent engineering review and technical due diligence for DOE LPO projects. Construction claims, change‑order, delay analysis, entitlement, and cost impact assessment. Data‑room review, information‑request tracking, report writing, Excel‑based analysis, stakeholder coordination, and presentation of findings.
