Program Manager (Transportation Visibility & Supplier Compliance)

MBA Consulting Services, Inc. (MBA CSi) is seeking a Program Manager of Transportation Visibility & Supplier Compliance to support the United States Postal Service's (USPS) FourKites transportation visibility program.

In this role, you will provide tactical oversight of supplier onboarding, transportation data integrity, compliance tracking, reporting, and coordination across USPS teams, TMS providers, FourKites, Blue Yonder, and external transportation suppliers. This position is ideal for a logistics and transportation professional with strong program management skills, supplier management experience, and the ability to analyze data, resolve issues, and keep visibility and compliance efforts moving across a large national network.

This role offers the opportunity to support high-impact transportation and logistics initiatives that improve visibility, compliance, and operational performance across the USPS transportation network. You will work closely with internal leadership, external suppliers, and technology partners in a fast-paced, collaborative environment supporting mission-critical operations.

Responsibilities

• Provide tactical oversight of the FourKites supplier relationship and transportation supplier onboarding process.
• Create, maintain, and update a master transportation supplier file, including supplier name, SCAC, APEX ID, Top 25 status, FourKites group, TMS provider, spend, miles, and digital messaging method.
• Reconcile supplier data across FourKites, CLEAR, and Blue Yonder systems; update or deactivate inactive suppliers as needed.
• Schedule supplier onboarding waves based on volume and spend, issue invitations, and track onboarding progress.
• Monitor supplier and contract-level compliance and update reporting databases using weekly FourKites data.
• Prepare weekly and monthly reports related to compliance targets, Top 25 suppliers, onboarding status, miles, spend, stops, and monthly compliance percentages.
• Prepare weekly PMG and Enterprise Insights dashboard updates.
• Provide ad hoc reporting and analysis to support Transportation Strategy and leadership requests.
• Schedule and lead supplier remediation calls to address compliance gaps and provide USPS requirements, guidance, and system awareness.
• Track compliance performance by external TMS providers, including Tracx, T3, LoadTrek, and Sybr.
• Facilitate weekly progress calls with external TMS providers, FourKites, Blue Yonder, and digital messaging partners.
• Maintain and update geofences within FourKites.
• Reconcile supplier-provided geospatial data with FourKites and FDB; report discrepancies and adjust platform data as needed.
• Support onboarding for new and awarded freight suppliers, including FourKites requirements, digital messaging options, and supplier contact coordination.
• Research and validate contract, scheduling, trip, and payment-related data in FourKites and CLEAR.
• Escalate discrepancies to Contracting Officers, Administrative Officers, CLEAR teams, and payment teams as appropriate.
• Request TTEs as needed and support resolution of supplier payment inquiries.

Basic Qualifications

• Bachelor's degree in a relevant field.
• Ten years of relevant professional experience.
• Five years of transportation logistics experience, including carrier or transportation supplier management.
• Knowledge of Transportation Management Systems and real-time visibility platforms.
• Experience managing supplier onboarding, compliance tracking, reporting, and data reconciliation.
• Advanced proficiency with Microsoft Excel, Word, Outlook, Teams, and PowerPoint.
• Strong project management, communication, analytical, and organizational skills.
• Ability to coordinate across internal teams, external suppliers, technology providers, and leadership stakeholders.
• Eligible to obtain and maintain a Public Trust clearance.

Preferred Qualifications

• Experience supporting USPS, federal transportation, logistics, or supply chain programs.
• Experience with FourKites, Blue Yonder, CLEAR, or similar transportation visibility and logistics platforms.
• Experience managing supplier compliance programs across a large transportation network.
• Strong understanding of transportation supplier data, SCACs, digital messaging methods, geofencing, and contract-level compliance reporting.
