If so, consider joining the Fiscal Forecasting Branch (FFB) at the California Department of Social Services (CDSS) as an Analyst III. This position is part of a dynamic team that is dedicated to serving, aiding and protecting children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. We are looking for a highly motivated Analyst III with strong organizational skills who enjoys working in a fast-paced environment to join the Fiscal Forecasting Branch (FFB) team. The FFB is comprised of the Child Care Estimates and Allocations Bureau and two Estimates Bureaus: Children and Adult Programs Estimates Bureau and Family Engagement & Equity Estimates Bureau. Together, the Fiscal Forecasting Branch develops the annual Local Assistance Governor’s Budget and May Revision, as well as coordinates the Trailer Bill process for the Department's programs, including Child Care and Development, Children and Family Services, Adults, Family Engagement & Empowerment, Housing & Homelessness, Office of Equity, and Community Care Licensing.

The Analyst III serves as a lead coordinator for Trailer Bills, as they relate to State Budget process. Working with minimal direction, the Analyst III supports complex analysis of budget proposals under general direction. It is essential for the Analyst III to possess strong organizational skills, as the incumbent will independently analyze, monitor and prepare departmental, stakeholders, and legislative trailer bill proposals, including developing and justifying with sound logic and objectivity a recommended position for the Directorate, CHHS Agency, the Department of Finance and Governor’s Office. The work intersects with multiple branches across the department and the Analyst III needs to develop strong working relationships to be successful. The work produced is highly visible and will be scrutinized closely by senior management, executive staff, and external stakeholders because it will have direct implications for the State Budget.

It is desirable that the Analyst III have an understanding of social service programs’ policies and experience in interpreting and applying statutes, regulations and procedures. Experience with the state budget process is also desired. Additionally, the Analyst III must be able to work independently, reason logically, and possess strong analytical skills.

Working Conditions

This work location is very convenient!  The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position is eligible for  hybrid work  in accordance with the Governor’s and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent  will  be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies.  The successful candidate must reside in California upon appointment.

Please note: Regular commute is not compensable.

This position requires a “Statement of Qualifications” not to exceed two pages which specifically addresses the following two questions:

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
