Job Description

Works as a mechanic maintaining and repairing a wide variety of City-owned and operated equipment. Responsibilities include diagnosing and servicing drive-train systems, diesel fuel systems, hydraulic systems, electrical systems, and computer and computer control systems. Repairs may also require welding, fabricating, and wiring.

Essential Functions

• Maintains, repairs, or replaces equipment ranging from small chainsaws to large diesel equipment, power train components, hydraulic systems and components, steering components, brake system, electrical system, snow maintenance equipment, computer-controlled equipment, and safety equipment.
• Performs preventative maintenance work on City equipment such as oil changes, lubrication, and replacement of spark plugs, filters, air pollution equipment, tires, brakes, tune-ups, emission systems, wiring, and replacing hoses (hydraulic and water).
• Installs snow plow frames and salt/sand augers, under-body scrapers, wiring including lights, hydraulic systems and safety equipment.
• Diagnoses causes of malfunctions in city vehicles and recommends repair based on cost-benefit analysis.
• Makes service calls in the field and returns the vehicle, if necessary, to garage for repair.
• Uses electric or gas welding equipment to fabricate new or repair old equipment.
• Occasionally performs body work including sheet metal, doors, windows, cabs and other metal parts.
• Assists in all phases of repair and replacement of parts on City equipment.
• May perform duties of a Mechanic III in a learning capacity.
• Prepares detailed daily reports of work completed using City fleet software.
• Instructs other personnel in the proper Maintenance techniques of equipment.
• Assists in the preparation of specifications for the purchase of new and replacement equipment.
• Inspects contracted work to make sure it complies with the bid specifications and records inspection data.
• Performs the duties of other DPW personnel due to emergencies or temporary absences after receiving appropriate training and instruction.

Typical Qualifications

Education & Experience: High school graduate or equivalent. Technical school or associates degree preferred. Two years as a Mechanic I or demonstrated equivalent experience.

Computer Skills:

Basic computer skills in word processing and spreadsheet software.

Basic skills in navigating a computer operating system and applications.

Advanced skills in fleet maintenance or fleet work order software application.

Certificates & Licenses:

Required: Valid operator's license with CDL Type A, with air brakes endorsement and a valid medical certification card. Michigan State master certification in automotive, light truck, and heavy-duty truck categories or must obtain before the probationary period (6 months) is completed.

Preferred: ASE or EVT certifications or both. First Aid and CPR certification. Illicit Discharge Elimination Program training. Certified in Incident Command.

Physical Demands & Requirements

While performing the duties of the job the employee is required to stand, sit and/or operate equipment for long periods of time, walk, talk, and use hands or fingers; to handle, or operate objects, tools, power tools, or controls; and reach with hands and arms. The employee is required to climb, balance, stoop, kneel, crouch, climb into trucks, dig, exert pressure to tighten and loosen large fasteners, enter and exit confined spaces and tolerate heights. The employee lifts and/or moves objects up to 60 pounds. Other Physical Requirements Good vision, including night vision, hearing, sense of smell, hand eye coordination and ability to wear personal protective equipment. Work Environment Work is performed in a garage, in a repair bay, in a vehicle, at construction sites, within the roadway and around traffic where the employee may wear a hard hat and/or safety vest. Work is performed, day and night, in all weather conditions including temperature extremes. Exposure to muddy, icy and uneven terrain, confined spaces, noxious weeds, animals, odors, and noise.

Summary of Benefits The following is a brief overview of the benefits offered for this position. A new employee orientation will occur for each new, regular employee and will include detailed information about the benefit offerings. PAID TIME OFF Employees earn paid vacation based on years of service, beginning at 10 days per year and increasing with tenure up to 25 days per year. Vacation eligibility is determined annually. Upon successful completion of the probationary period, employees are also entitled to three personal business days each year. There are thirteen and one-half (1/2) paid holidays each calendar year: New Year's Day, Martin Luther King Jr. Day, President's Day, Good Friday, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Day before Christmas, Christmas Day, and Day before New Years.

MEDICAL BENEFITS Medical and prescription drug coverage is offered through Blue Cross Blue Shield of Michigan. An employee has the choice between three PPO plans and pays a monthly premium determined annually during each open-enrollment period which is in January of each year. New employees are eligible for medical coverage the first of the month following 30 days of employment. The City also allows full-time employees who have health insurance through another provider to opt out of the City's medical coverage and receive $400 per month in lieu of coverage.

DENTAL & VISION Dental and vision insurance are also available for regular employees through Delta Dental and Blue vision with VSP, respectively. The employee does not pay a monthly premium determined annually during each open-enrollment period which is in January of each year. Vision coverage becomes effective on the first of the month following the employee's hire date, while dental coverage begins on the first of the month after 30 days of employment.

LIFE INSURANCE Life Insurance is provided to each full-time employee by the City at no cost to the employee in an amount of $40,000.

HEALTH & FLEXIBLE SPENDING ACCOUNT Health Savings Account (HSA) Available only to employees enrolled in the High Deductible Health Plan. City contributes: $500 and $1000 for two-person & family. You can make additional pre-tax contributions up to the IRS annual limit. Funds roll over year to year and remain yours even if you change jobs. Use for medical, dental, vision, and prescription expenses.

Flexible Spending Accounts (FSA) Available to all benefit-eligible employees. Funded by employee pre-tax payroll contributions.

DEFINED BENEFIT PLAN The City offers a Defined Benefit pension plan that provides a secure, lifetime retirement benefit based on years of service and final compensation. Employees may also participate in optional Deferred Compensation (457) plans through MissionSquare or Nationwide to supplement their retirement savings.

RETIREMENT HEALTH SAVINGS PLAN The City offers a Retirement Health Savings Plan to help employees cover healthcare costs in retirement. Employees contribute 1.5% of their pay, and the City contributes $1,400 annually.

TUITION REIMBURSEMENT PROGRAM The City offers 100% tuition reimbursement for approved courses, including required books, when the employee earns a grade of "C" or better. Reimbursement is available up to $300 per credit hour (with annual maximums as defined by the program) and up to $4,000 per year per employee, plus coverage for registration fees and City-related skill-development courses.

VOLUNTARY SUPPLEMENTAL BENEFITS Employees may enroll in the City's voluntary supplemental benefit program, which includes pet insurance, identity theft protection, voluntary life and AD&D insurance, and legal assistance.
