Successful applicants for this position will be eligible to apply for participation in the Illinois Department of Transportation’s Higher Education Student Loan Repayment Assistance for Engineers Pilot Program which provides an annual after‑tax bonus of $15,000 per year, for not more than 4 years, for up to 50 engineers employed by the Department. Position Overview This position is accountable for supervising and coordinating the activities in the design and preparation of plans for bridge and hydraulic improvements. Essential Functions Prepares Bridge Condition and Hydraulic and Structure Reports to coordinate the type, size, and location of proposed structures. Negotiates and administers Phase I and Phase II consultant contracts involving bridges and drainage structures. Ensures that the design/environmental studies and plans and specifications prepared by the hydraulics unit and assigned consultants are accurate, complete, and in compliance with design specifications. Acts as liaison with the district Bureau of Bridges and Structures and other internal and external agencies involved in matters of hydraulics and structures to ensure that target letting dates are met. Reviews proposals by private developers to ensure that the hydraulic impacts will be compatible with adjacent state highway facilities. Conducts special investigations such as scour analysis and seismic considerations which can impact the safety of the motoring public. Motivates, trains, and evaluates personnel. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications Current registration as a Licensed Professional Engineer in the State of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois. Five years of experience in civil engineering. Preferred Qualifications Skill in the design of highways, streets, and structures and in making complete engineering plans and specifications. Working knowledge of drainage/hydraulics. Working knowledge of bridges/structures. Thorough knowledge of departmental policies, procedures and specifications. Strong oral and written communication skills. Ability to develop and maintain cooperative relationships with departmental staff, state agencies, federal agencies, and the public. Ability to assign, review and coordinate work performed by consultant staff and supervise the work of engineers and technicians. Ability to independently research, interpret, and apply policies, procedures, and guidance from both internal and external sources. Conditions of Employment Valid driver’s license. Occasional districtwide travel and some statewide, which may include overnight stays. Occasional overtime during evenings and weekends. Ability to work in confined spaces, climb steep terrain, wade in water, and deal with poisonous plants, animals, insects, rodents, and snakes; and to perform outdoor work in a variety of conditions including, but not limited to hot, cold, wet, windy, muddy, active construction sites, and roadways open to traffic. Successful completion of a background screening. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non‑State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non‑State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. This position has been found to meet the requirements in section 4A‑101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15‑09) Fines and penalties apply to untimely filings.
