About the Position Department of Correction and Rehabilitation – Montgomery County Detention Center (1307 Seven Locks Road, Rockville, MD). The Records Section operates 24 hours a day, 7 days a week, providing administrative services to judicial officers, court personnel, law enforcement agencies, offenders, and the public. The Administrative Specialist III manages the maintenance of approximately 800 current offenders’ criminal history case files and over 12,000 past records files annually, ensuring accurate processing, compliance with sentencing rules, and proper release date calculations. Remuneration: $76,742 – $114,935 annually, based on qualifications and experience. What You’ll Be Doing Assess workload and provide shift coverage to meet operational needs. Execute administrative, investigative, analytical, and technical duties related to records collection and analysis of offenders' incarceration and expungement. Manage and supervise ICE detainer requests and release processes. Oversee sex offender registration for released and incarcerated individuals in accordance with State and Federal law. Ensure compliance with VINE policies. Interpret court commitments and release orders to enforce lawful confinement and facilitate expungement of records. Conduct research and analysis of criminal histories. Collaborate with internal and external agencies, disseminating information as required. Provide guidance and support to employees, agents, and judicial personnel regarding incarceration and releases. Analyze and assess criminal history case files to ensure accurate interpretation of court documents and obtain necessary amendment documents. Authorize release of inmates, calculate sentences, maintain population movements, and manage daily counts. Enter and retrieve data in criminal justice databases: CJCMS, CRIMS, JMS, VINE, IJIS, METERS, and other systems. Generate reports using automated systems and software (e.g., Excel, Word, Outlook). Minimum Qualifications Experience: Three (3) years of professional administrative experience related to offenders’ criminal history information, incarceration procedures, and records management. Education: Bachelor’s degree from an accredited college or university. Preferred Criteria Experience interpreting Federal, State, and Local laws and regulations related to offenders’ legal incarceration, commitments, and discharges. Knowledge of the Annotated Code of Maryland Criminal Laws and the Justice Reinvestment Act for sentence diminution calculations. Experience with correctional regulations and practices for securing offenders’ information and disseminating criminal history records. Proficiency with criminal justice systems and databases (IJIS, CJCMS, CRIMS, JMS, METERS, NCIC, SOR, VINE, MD Secured Case Search, Microsoft Office). Effective communication skills with judges, stakeholders, and the public, providing quality customer service. Experience handling and maintaining confidential criminal or sensitive records with discretion. Strong problem‑resolution abilities, judgment, and clear verbal and written communication.
