Case Manager - Shelter Operations
Under the direction of the Program Managers of Safe-Sleeping, the Case Manager plays a pivotal role in our mission by assisting homeless individuals in finding and securing stable housing. This position requires a compassionate, resourceful, and highly organized individual who can connect clients with available housing options, navigate complex housing systems, and provide ongoing support throughout the housing placement process. The Case Manager will work closely with clients to identify their unique needs and barriers, develop personalized housing plans, and advocate on their behalf to access appropriate services and resources.
Essential Job Functions & Duties
- Conduct comprehensive assessments of homeless individuals to determine their housing needs, preferences, and eligibility for housing programs
- Identify and access available housing resources, including shelters, transitional housing, and permanent housing options, and assist clients in finding suitable and affordable housing.
- Guide clients through the application and placement process for housing programs, ensuring all necessary documentation is submitted accurately and in a timely manner.
- Develop and implement individualized housing plans for clients, addressing barriers such as income, mental health, substance use, and legal issues.
- Advocate on behalf of clients to access supportive services, benefits, and community resources necessary for housing stability.
- Provide clients with information and education about their housing rights, responsibilities, and budgeting skills to promote long-term housing stability.
- Prepare and submit regular reports on client progress, program outcomes, and housing trends to support program evaluation and funding requirements.
- Collaborate with other service providers, community agencies, and landlords to expand housing options and support services for homeless individuals.
- Maintain accurate and confidential client records, progress notes, and documentation of housing placements and outcomes.
- Perform other tasks as assigned by department
Administrative Management
- Adhere to all local, state, and federal guidelines and laws. (i.e., HIPAA, OSHA, FLSA)
- Answer all incoming calls from clients and various providers in polite and professional manner
- Respond to all email requests within 72 hours
Required Qualifications, Skills, and Abilities
- Valid U.S. Driver's License & clean driving record
- Bachelor's degree in social work, psychology, human services, or a related field preferred
- Ability to work holidays and varied hours if necessary
- Previous experience working with homeless populations or in housing advocacy required
- Knowledge of local housing resources, housing laws, and social services.
- Strong communication, interpersonal, and problem-solving skills.
- Ability to work independently and as part of a team.
- Compassionate and nonjudgmental approach to working with homeless individuals and families.
- Familiarity with data management and case management software is a plus.
- Basic knowledge of Microsoft Word, Excel, PowerPoint, and Outlook
- Ability to read and write in English (bilingual or multilingual preferred)

The Downtown San Diego Partnership (DSDP) is a nonprofit organization that serves as the principal voice and driving force behind the economic prosperity and cultural vitality of Downtown San Diego through membership, advocacy, public services, and community investment. The organization's nearly 300 members, representing a variety of business sectors including real estate, technology, banking, law, defense, insurance, communications, energy, and tourism are committed to nurturing a Downtown that benefits the entire San Diego region.
It also serves as the managing organization for several special districts and charitable foundations including the Property and Business Improvement District – otherwise known as Clean & Safe – which provides essential public services in the 275 blocks of Downtown. Through these programs, we have provided enhanced services in maintenance, safety, beautification, and homeless outreach, supported business promotion and retention, and improved the quality of life on behalf of Downtown's neighborhoods for more than 20 years.
