RAA Job Posting: Vice President, Financial Affairs and Analytics The Vice President, Financial Affairs and Analytics advances the mission of the Reinsurance Association of America (RAA) by leading the association’s research, financial analysis and data analytics strategy in support of public policy and member priorities. The position leads the Analytics Department and develops fact-based advocacy, statistical publications, databases, models, interactive visualizations and other analytical tools in coordination with RAA senior staff and committees. Approximately 35% of the role, and up to 50% during periods of significant accounting, capital, tax or regulatory activity, is dedicated to supporting the Senior Vice President, Accounting, Finance & Risk. In that capacity, the position serves as a senior analytical and technical resource on U.S. GAAP, statutory accounting, insurer financial reporting, capital adequacy, enterprise risk management and related financial policy issues. The position also represents the RAA in external meetings and, as appropriate, provides testimony or technical advocacy before policymakers, regulators and other stakeholders.
ESSENTIAL FUNCTIONS
The following essential functions require strong research and analytical skills; knowledge of the reinsurance marketplace, products and policy issues; and fluency with relevant data sources, including NAIC Annual Statements and supporting schedules. Research and analyze public and private sector data to quantify the financial, capital, market and operational effects of state, federal and international legislative, regulatory and accounting proposals affecting insurers and reinsurers. Analyze insurer and reinsurer financial statements prepared under U.S. GAAP and Statutory Accounting Principles (SAP), including NAIC Annual Statements and supporting schedules, to assess the financial, accounting, capital and public policy implications of legislative, regulatory and accounting proposals. Develop custom reports, scenario analyses and executive-ready materials that support the association’s legislative, regulatory and public policy initiatives and the work of the Financial Services, Law, Federal Affairs, State Relations and Finance and Administration Departments. Serve as a principal analytical and technical partner to the Senior Vice President, Accounting, Finance & Risk in monitoring, evaluating and advancing RAA priorities involving U.S. GAAP, statutory accounting, insurer financial reporting, capital adequacy, enterprise risk management, tax and related regulatory policy. Analyze proposals from the NAIC, FASB, federal and state authorities, rating agencies and other standard setters; assess effects on earnings, statutory surplus, capital requirements, liquidity, volatility and member operations; and prepare decision-ready recommendations. Review NAIC Annual Statements, supporting schedules and member or market data to identify trends, outliers and policy implications, including differences across business models, organizational structures and P&C product segments. Prepare committee materials, executive briefings, technical memoranda, comment-letter support, presentations and quantitative exhibits, and assist with meeting preparation and follow-up for RAA accounting, tax, capital and risk initiatives. Coordinate with member company finance, accounting, tax, actuarial, capital and risk professionals to gather data, validate technical conclusions and develop supportable industry positions while maintaining appropriate confidentiality and data controls. Develop analytical models and decision-support tools related to RAA policy objectives, including flood, cyber, terrorism, insurer solvency, capital adequacy and financial strength. Relevant frameworks include Risk-Based Capital (RBC), rating agency capital models, statutory accounting and emerging domestic and international capital frameworks. Develop, implement and oversee issue-specific quantitative decision tools, including macro-level analyses and company-level deterministic or simulation models, to support RAA public policy development and advocacy on state and federal legislation and regulation. Engage with RAA members and senior staff, regulators, rating agencies, industry organizations and other stakeholders to develop public policy positions grounded in data and translate complex financial, accounting and capital issues into practical policy recommendations. Develop, use and interpret interactive analytics, geospatial mapping and data visualizations that communicate RAA public policy positions and provide decision-ready insights for senior executives, regulators and member companies. Represent and advocate for the RAA before executive, legislative, regulatory and other policymakers on priority issues, in coordination with RAA senior staff and committees, using written analysis, testimony, presentations, interactive data visualizations and GIS mapping tools as appropriate. Evaluate emerging risks, market trends and regulatory developments through innovative analytical techniques and identify opportunities for original research that strengthens the association’s public policy agenda. Lead the governance, quality, documentation and continuous improvement of RAA data resources, including statistical publications, databases, models and analytical tools. Manage, mentor and develop the Research & Analytics Department staff to accomplish these objectives. Exceptional analytical, critical thinking and quantitative reasoning skills. Ability to synthesize complex accounting, capital, regulatory and financial information into actionable policy insights. Demonstrated intellectual curiosity and the ability to challenge conventional thinking through innovative analytical approaches. Strong executive communication and presentation skills. Strong collaboration, relationship management and stakeholder engagement skills. Required Education and Experience Bachelor’s degree in accounting or finance is required. A CPA, CFA, actuarial credential or advanced degree is desirable but not required. Seven to 10 years of progressively responsible experience in P&C insurance or reinsurance, public accounting, financial analysis, regulatory policy or data analytics, including at least 2 years preparing, examining, auditing or analyzing statutory financial statements or NAIC Annual Statements for P&C insurers. Demonstrated knowledge of the reinsurance marketplace, U.S. GAAP, Statutory Accounting Principles, NAIC Annual Statement reporting, insurer financial reporting, insurance regulation and solvency frameworks. Working knowledge of insurer capital frameworks, including NAIC Risk-Based Capital (RBC), S&P Global Ratings’ capital adequacy methodology and AM Best’s BCAR framework. Familiarity with group capital concepts and international solvency frameworks is desirable. A professional designation in reinsurance or a related field and experience in the (re)insurance sector or public policy advocacy are desirable. Experience developing or using geospatial products and systems is desirable. Demonstrated ability to interpret complex accounting, financial, scientific and technical information and effectively communicate quantitative analyses and data visualizations to executive, technical and non-technical audiences. Advanced proficiency with Microsoft Office, particularly Excel and PowerPoint, and experience with Tableau or comparable business intelligence tools. Knowledge of third-party insurance financial databases and analytical resources, including S&P Capital IQ Pro, AM Best and NAIC financial databases, and the ability to work with statutory, U.S. GAAP and IFRS financial information. Experience acquiring, structuring, validating and analyzing large public, regulatory or open-source datasets is required. Demonstrated skills in business process analysis, data architecture, data governance, data transformation and analytics development in complex relational and multidimensional environments. Experience evaluating and applying emerging analytical technologies, including artificial intelligence and advanced analytics, to improve research quality, operational efficiency and policy analysis is preferred. Excellent writing, proofreading, editing, grammar and presentation skills. Supervisory Responsibility This position is responsible for supervising, mentoring and training the Research & Analytics Department staff.
