HR & ER DATE: 10.30.2025 APPROVED BY: Grant Hegenauer, Superintendent DATE: 10.31.2025 SUMMARY: Responsible for overseeing benefits and leave management, as well as various aspects of contractual compliance. Reports to the Human Resources Senior Manager. Assists in a wide range of Human Resources functions, including staffing, recruitment, policy administration, and personnel record management for all District employees. Provides support as requested in labor relations, contract negotiations, and the administration of the District’s labor and employment agreements, along with special projects as assigned. Work is of a confidential nature and is reviewed through discussions and evaluation of results. ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO: Assists in managing customer service, counseling, guidance, and training for employees, supervisors, and administrators regarding policies, employment law, and collective bargaining agreements. Supports compliance with all applicable federal and state employment regulations. Prepares required legal and regulatory reports for the District, as well as federal, state, and external agencies. Ensures instructional staff members hold proper certification as required by law. Maintains compliance with all required postings and notifications, including but not limited to labor law posters, OSHA injury form postings, and benefits-related disclosures. Recommends updates or revisions to Human Resources policies and procedures as needed. Assists the District during grievances, arbitration, and other employment-related hearings as requested. Supports the coordination and facilitation of pre-termination hearings for employee dismissals. Maintains and protects the confidentiality of all Human Resources information. Assists in overseeing the organization and maintenance of personnel files for all staff members. Provides support in responding to Freedom of Information Act (FOIA) requests. Assists with corrective disciplinary actions, including conducting fact-findings and developing Individual Development Plans (IDPs). Oversees the District’s tenure process and provides support for the mentoring process as needed. Assists in facilitating the recruitment, selection, and hiring process for all positions. Manages the full-cycle administration of unemployment claims. Oversees the full-cycle administration of workers’ compensation claims. Promotes and upholds equal employment opportunity principles throughout all HR functions. Benefits & Leave Management (Include but are not limited to): Oversee and lead all aspects of benefits management for District employees. Direct and coordinate the annual open enrollment process. Serve as the primary liaison with third-party administrators for MESSA. Coordinate with third-party administrators for Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and Dependent Care Reimbursement Accounts (DCRA). Ensure timely and accurate benefits enrollment for all new hires. Oversee accurate and efficient data entry into the payroll system and related databases for benefits and leave management. Manage all employee leaves, including but not limited to Short-Term Disability (STD), Long-Term Disability (LTD), Family and Medical Leave Act (FMLA), Workers’ Compensation, contractual union leaves, and other leaves required by state and federal law. Ensure employees are properly informed of their rights and responsibilities regarding benefits and leave. Oversee the preparation and distribution of all leave approval and denial notifications. Administer the District’s sick bank programs. Remain informed of contractual updates and changes related to benefits and leave provisions. Ensure full compliance with all applicable laws, regulations, and contractual agreements governing benefits and leave management. Monitor and safeguard against potential security or privacy risks, including HIPAA violations. Recruitment, Retainment, and Evaluation Duties (Include but are not limited to): Supports the management of the employment process, including recruitment, application processing, interviews, reference checks, and onboarding. Assists in administering employee performance evaluation programs to ensure compliance with applicable laws and organizational policies. Conducts recruitment activities for various positions as needed. Reviews employment applications for instructional, administrative, and support staff positions, as requested. Serves on interview panels to assist in the selection of qualified candidates. Extends job offers and processes hiring paperwork for instructional, administrative, and support staff positions, as requested. Conducts job analyses and salary studies as assigned. Negotiations & Labor Relations Duties (Include but are not limited to): Assists in the interpretation, application, administration, and negotiation of collective bargaining agreements, as well as in the administration of agreements and individual contracts for non-union employees. Administers provisions of collective bargaining agreements and district procedures related to staffing, transfers, discipline, leaves, resignations, retirement, benefits, vacations, absences, supplemental pay, and other employment matters. Supports the preparation for collective bargaining and participates in negotiations with recognized employee groups, as requested. Handles confidential personnel information and assists in addressing labor relations issues, including contract interpretation. Provides support in the grievance and arbitration processes and proceedings, as requested. Interprets and applies contract terms to ensure consistent and compliant contract management. Other Duties (Include but are not limited to): Ensures accurate entry, secure storage, and appropriate use of personnel transactions and records. Develops and revises job descriptions as requested. Assists in the management and resolution of ADA-related cases. Oversees the administration of employee leaves of absence in accordance with collective bargaining agreements and applicable state and federal leave laws. Manages longevity programs for all eligible district employees. Oversees processing of change sheets, overloads, and contractual payments. Supervises the recertification process for all applicable staff. Conducts regular audits to ensure compliance with certification requirements, benefits, recordkeeping, and other requested areas. Oversees the creation and maintenance of employee calendars. Manages extra duty pay and overload processing, ensuring accuracy of related payments. Oversees compliance with contractual CPR certification requirements. Assists the Office of Teaching and Learning (OTLT) in meeting the 15‑day professional development requirement and ensures compliance. Collaborates with the Finance Department on employment and budgetary matters. Completes required federal, state, and local personnel reports (e.g., ACA, EEOC). Provides personnel data and reports as requested by the Superintendent. Ensures the Human Resources Department delivers high‑quality customer service by responding to employee inquiries promptly and professionally. Contributes to creative problem‑solving initiatives and implements process and efficiency improvements. Monitors for potential security risks and ensures compliance with HIPAA and other data privacy standards. SUPERVISORY RESPONSIBILITIES: The Human Resources Benefits and Leaves Manager is responsible for overseeing the daily operations and workload associated with benefits and leave management functions, ensuring accuracy, compliance, and efficiency in all related processes. This position supports the Human Resources Senior Manager by providing performance feedback, assisting with personnel matters, and contributing to disciplinary or promotional processes as requested. The role requires strong leadership, organizational, and communication skills to effectively manage responsibilities. QUALIFICATION REQUIREMENTS: To perform this position successfully, an individual must be able to carry out each essential duty competently. EDUCATION and/or EXPERIENCE: Minimum of three (3) years of direct Human Resources experience, including demonstrated expertise in benefits management and administration. Preferred: Experience in a school or educational setting. Preferred: Experience in labor relations. Preferred Education and Credentials: Bachelor’s degree in Human Resources, Labor Relations, Business Administration, or a related field. Professional certification such as SHRM or HRCI. Preferred: Prior experience in the public sector. Comprehensive knowledge of applicable labor and employment laws, including but not limited to: Public Employee Relations Act (PERA), Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Americans with Disabilities Act Amended (ADA), Elliott-Larsen Civil Rights Act, Bullard-Plawecki Right to Know Act, and the Michigan Revised School Code LANGUAGE SKILLS: Ability to read, analyze, and interpret professional journals, technical documents, and governmental regulations. Ability to prepare clear and concise reports, business correspondence, and procedural manuals. Skilled in effectively presenting information and responding to questions from employees, groups, and members of the general public. MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Proficient in applying mathematical principles including fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY: Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions. Capable of interpreting a wide variety of technical instructions presented in mathematical or diagram form and managing both abstract and concrete variables. OTHER SKILLS AND ABILITIES: Ability to apply current research and theoretical knowledge within the field. Demonstrated ability to establish and maintain effective working relationships with students, staff, and the broader school community. Strong verbal and written communication skills with the ability to speak clearly and concisely. Excellent listening, organizational, and multi‑tasking abilities. Ability to work collaboratively and effectively with both labor and management groups. Commitment to performing all duties in compliance with district requirements and Board of Education policies.
