Summary The Controller is a member of Sholom’s senior executive leadership team, reporting directly to the CFO to manage Sholom’s financial matters. As a senior executive leader, the Controller (a) is expected to contribute to the strategic and operational direction of the organization; (b) play a key role in its success; and (c) manage and direct financial systems, processes and procedures to maximize Sholom’s financial performance. Primary Responsibilities Manage Finance Department operations, to ensure the efficient operation of the department and the timely and accurate production of: Monthly financial and operational reports. Ad hoc financial analysis and reporting as required to support departmental, facility and Sholom-wide strategic and financial planning. Annual capital and operational budgets. All materials and analysis required for annual financial audits. Annual and semi-annual reports required by bondholders or by state and federal regulations. Annual Sholom financial report. Payroll, accounts receivable and accounts payable transactions and reports. Work directly with IRS and state revenue authorities regarding state and federal tax. Maintain an efficient Finance Department operation including the priorities and performance of the Finance Managers and other key staff, by recruiting, selecting, training, scheduling, supervising and evaluating all personnel. Manage the work of Finance management and staff. Define all Finance programs and authority/responsibility for those programs. Provide training and education to staff, including workshops, manuals, and developmental meetings. Monitor, maintain high levels of service to, and work closely with staff. Oversee employee scheduling levels for optimal service. Oversee implementation of Finance policies and programs through Business Office staff. Ensure that all Sholom financial systems and controls are sound and meet industry standards. Act as liaison to the Budget and Finance Committee and Sholom Foundation. Oversee the preparation of annual audit reports, tax returns, Attorney General Annual Reports, and HUD Financial Assessment Subsystem Submissions (FASSUB). Interface with outside CPA firm for this purpose. Exercise broad supervision of unrestricted and restricted fiscal activity to ensure sufficient fiscal controls to safeguard institutional funds while allowing the institution to accomplish its programmatic missions. Recommend and participate in the development of Sholom accounting policies and procedures; may serve on Sholom planning and policy-making committees. Examine and re-engineer, as required, financial policies and procedures, making appropriate use of available information systems technology. Ensure that all financial systems, transactions, expenditures, billings and collections are fully compliant with state and federal law. Act as liaison for property and liability and business insurance vendors. Monitor contracts and take care of annual renewals. Plan and implement financial and strategic planning. Conduct pro-forma analysis of new projects or program modifications requiring major capital or operational investments. Assist the CEO, COO and CFO with proposals for new funding. Provide direction and assistance to Sholom executive team, facilities and departments regarding accounting and budgeting policies and procedures, implementation of new practices and procedures, and efficient control and utilization of financial resources. Manage all Sholom investments and cash accounts with the direction of the Budget and Finance Committee. Lead Sholom efforts to evaluate and secure financing, including issuance of bonds, when needed. Negotiate Sholom agreements with lenders and financial institutions including negotiation of fees, expenses, terms of investment and closing financial transactions. Maintain effective relationships with other staff and departments to deliver high quality service to the organization. Work closely with the Sholom CFO, Budget and Finance Committee, Sholom Foundation Audit Committee, facility administrators and department heads to direct, monitor and coordinate all financial functions including: Budget administration. Development and measurement of short and long-term financial goals. Issuance and management of bonds and securities. Management of Sholom assets and investments. Preparation of reports as required by state and federal regulations and by bond agreements. Presentation of financial statements and key financial measurements at Director Meetings, including FTE and census reports. JOB SPECIFICATIONS Education, Experience And Credentials Bachelor’s Degree in Accounting or Finance or closely related field required . CPA (certified public accountant) certification preferred. Master’s degree in Business Administration, Non-Profit Administration or equivalent preferred. Five or more years of business management experience as a Director of Finance, Controller or Accounting Manager with an annual budget in excess of $10M required. Experience developing and presenting organizational financial results and forecasts which reflect strategic analysis and present practical options preferred. Extensive experience managing third party billing for a high volume of accounts receivable and reimbursements from diverse sources preferred. Knowledge, Skills And Abilities Demonstrated knowledge of business program planning, budgeting, project cash flows, financial analysis (including pro-formas and sources and uses of funds), as well as the application of generally accepted accounting principles (GAAP), debt management and collections, and Medicare/Medicaid compliance standards. Able to develop cogent, comprehensible reporting formats for a variety of audiences (financial and non-financial). K nowledge of Microsoft applications such as Word, Excel, PowerPoint, Outlook, financial and payroll application systems and databases. Able to create strategic plans, set productivity and profitability objectives, develop and manage budget and financial processes company-wide. Excellent interpersonal, collaboration, and relationship building skills to effectively work with a diverse group/variety of people and personalities, including developing relationships with vendors, family members, volunteers, clients, Board members, and staff. Strong leadership and management skills; able to function well as part of the organization’s leadership team, communicating and interacting proactively and professionally to ensure the organization’s operational and strategic needs are being met. Able to supervise employees, set objectives and work goals and standards, give direction, delegate to, and motivate employees. Establish, document and communicate clear performance expectations and standards. Evaluate, discuss and hold employees accountable for job performance and organizational behavior standards. Able to perform HR-related functions including hiring and selection, orienting and training, managing performance, disciplinary action and recommending the termination of employees. Able to understand, administer, and comply with HR policies and procedures. Able to plan, prioritize, coordinate, and manage own work in a fast-paced environment. Able to work unsupervised, make high level decisions independently, and solve problems effectively and creatively. Able to develop and give oral presentations to large and small groups of individuals inside and outside the organization. Understand and maintain confidential nature of organization and client information, including and in accordance to HIPAA regulations. Show professional knowledge, proficiency and initiative in achieving goals and meeting standards. Able to display high levels of customer service, responding promptly and thoroughly to the inquiries and needs of individuals both internal and external to the organization in accordance with our PROUD standards. Able to understand and follow facility and department safety and emergency procedures. Physical Requirements Necessary To Perform This Job Perform light work, with occasional or negligible lifting up to 10 pounds. Hear, speak and effectively verbally communicate in the English language, including following oral and written instructions, in order to communicate with people inside and outside the organization. Work at a desk for extended periods of time and perform long hours of work at a computer. Frequently stand and walk during an eight-hour shift to interact with staff and other departments. Apply manual dexterity for computer keyboarding and office equipment use. Possess visual and reading ability for close-up work, including computer work, reading detailed documents, charts and/or reports. Work a flexible work schedule, nights and weekends as required including attending events/meetings as needed. Must have dependable transportation. TOOLS AND EQUIPMENT USED Incumbent must be able to use telephone, copy machines, fax machines, computers, and other office equipment. WORK ENVIRONMENT The work environment is indoors. The incumbent must be flexible about switching positions quickly in order to respond to the needs of residents, in responding to emergencies.
