Public Health Officer (30 Hrs Per Week)

Under policy direction and in accordance with legal authorities and responsibilities, plans, organizes, and administers the County medical Public Health Program and provides oversight of selected divisions within Health Care Services Agency. The position provides leadership, participates in design, development, evaluation, and implementation of departmental goals and strategies for care, develops, implements and monitors policies, procedures, systems and standards for county operated and contracted medical services to ensure effective delivery of services and compliance with local, state and federal laws. The incumbent enforces public health laws, serves as the local Registrar of Vital Records, assists the Director of Health, and represents the Agency before boards, committees, health agencies, community organizations and the public on medical issues.

HYBRID SCHEDULE

30‑hour per week role with a hybrid work schedule—balance of on‑site and remote work. 24‑hour on‑call availability is required. The arrangement is at the County’s discretion and may be modified or revoked at any time based on business needs.

LYING INSTITUTIONAL & BENEFITS INFORMATION

Hiring Incentive: Position may qualify for a hiring incentive of 10% of the annual rate of pay, not to exceed $10,000, paid in two equal installments: first within the next pay period after hire, second upon successful completion of the probationary period. Relocation Reimbursement: Reimbursement up to $3,500 may be provided for relocation expenses to Lake County, subject to approval by the County Administrative Officer and Human Resources Director.

LICENSING AND CERTIFICATIONS

Possess or be able to obtain a valid California Driver’s License. Possess a valid unrestricted physician’s and surgeon’s license issued by the California Medical Board. OR possess a valid unrestricted Doctor of Osteopathy license issued by the Osteopathic Medical Board of California. Eligible for State Skilled Professional Medical Personnel (SPMP) classification as defined by 42 CFR PART 432. If currently without a California license, must obtain it before the date of hire.

EDUCATION AND EXPERIENCE

Graduation from a medical college of good standing and repute per California Health and Safety Code Section 101005. Three (3) years of full‑time experience as a licensed physician. OR two (2) years of full‑time experience as a licensed physician in a public health agency. Graduate degree in public health is preferred. Certification or eligibility in medical specialties such as preventive medicine, family practice, pediatrics, obstetrics/gynecology, or internal medicine is preferred.

RESPONSIBILITIES

Develops and maintains awareness of ordinances, laws, rules, and regulations related to public health issues. Assesses and reports on the health status of the community using accepted epidemiological methods. Acts as a medical consultant to the Board of Supervisors and the Health Services Department, helping to set priorities and establish policies. Leads public health matters for the community, assessing health risks and communicating them responsibly. Ensures effectiveness of mandated health protection functions, including communicable disease control, maternal and child health, emergency services, disaster preparedness, sudden infant death, family planning, environmental health, vital statistics, public health nursing, nutrition, and chronic disease programs. Maintains effective working relationship with a public health laboratory. Provides public health and medical expertise, leadership and facilitation to public agencies and community‑based organizations. Collaborates with the Health Services Director to support service delivery and budget development. Advises the California Department of Public Health on development of public‑health‑related standards and regulations. Provides clinical oversight of mid‑level practitioners, public health nursing staff, and vital statistic support staff. Travels to off‑site locations for public health information outreach. Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of clinical medicine and public health, epidemiology, public health emergency preparedness, general and public health program practices, community resources, federal, state and local laws, environmental and sociological problems, child development, program development and evaluation, public health administration principles, budgeting, customer service, communication, and computer skills. Ability to plan, organize, manage, and administer public health programs and services. Ability to select and supervise staff, provide training, and evaluate performance effectively. Ability to develop, organize, analyze, and interpret statistical data. Ability to assist with budget development and control expenditures. Ability to develop and maintain effective public relations and collaborative relationships with community organizations and government agencies. Ability to produce clear written and oral communications. Ability to work under pressure and meet critical deadlines. Ability to use computers, software applications or other equipment as assigned. Ability to maintain positive working relationships with stakeholders.
